West Manggarai Prosecutor's Office Returns Rp 2 Billion in Corruption Proceeds to State Treasury
The West Manggarai District Attorney’s Office (Kejari) has recovered state financial losses amounting to over Rp 2 billion from two corruption cases in West Manggarai, East Nusa Tenggara (NTT), throughout 2026. The funds have been deposited into the state treasury.
The recovery of state losses originated from cash deposits and the proceeds from the auction of convicts’ assets. The accumulated funds were presented during a press conference held by the West Manggarai Prosecutor’s Office in Labuan Bajo on Wednesday (3/6/2026).
“The total value of the recovery amounts to Rp 2,094,098,671, sourced from the handling of two corruption criminal cases during 2026,” stated the Head of the West Manggarai Prosecutor’s Office, Yoanes Kardinto, during the press conference. He was accompanied by the Head of the Special Crimes Section, Muhammad Ifan, and the Head of the Intelligence Section, N.A.A. Pradewa Artha.
“All funds have now been officially deposited into the state treasury as Non-Tax State Revenue (PNBP),” Yoanes emphasised.
The two corruption cases from which state losses were recovered involved the Golo Welu-Orong road reconstruction project for the 2021 fiscal year and the Wae Kaca irrigation network rehabilitation for the 2021 fiscal year. For the Golo Welu-Orong road reconstruction, the recovered state loss reached over Rp 1.8 billion. The project, which had a budget of over Rp 24 billion, was funded by the West Manggarai Regency Regional Budget (APBD).
This case involved five convicts: Siprianus Barut, Yoseph Jemali, Pangkrasius Samsu, Fransiskus Solanus Pesau, and Antonius Todo Hokon. Yoanes explained that the entire repayment of state losses in this case was deposited by the convict Siprianus Barut, acting as the project provider or contractor. “The funds are confiscated for the state and accounted for as the repayment of state financial losses by the convict,” said Yoanes.
Meanwhile, the corruption case involving the Wae Kaca irrigation network rehabilitation caused state losses of over Rp 255 million. The project, with a budget of over Rp 802 million, was also funded by the West Manggarai Regency Regional Budget. This case involved three convicts: Stefanus Egidius Syukur, Fidelis Suhardi, and Irwan Ardana. According to Yoanes, the repayment was made by two convicts; Fidelis Suhardi, the project provider, deposited Rp 215 million, while Stefanus Egidius Syukur, the Commitment Making Officer (PPK) from the West Manggarai Public Works and Spatial Planning Office (PUPR), deposited over Rp 40 million.
Yoanes stated that the recovery of these state losses represents a performance achievement for the special crimes division of the West Manggarai Prosecutor’s Office. He emphasised that recovering state losses is a key part of strengthening the prosecution’s law enforcement function, noting that corruption handling should focus not only on punishment and deterrence but also on optimal asset recovery.
“The performance of the special crimes division is measured not only by the number of corruption convictions but also by the tangible benefit of recovering state losses, so that the direct impact can be felt by the state and the Indonesian people,” Yoanes explained. He added that with these recovered funds, the state can repurpose the money for development programmes for the wider community. “This firm step is expected to provide a deterrent effect for perpetrators of corruption and serve as a reminder to all public officials in the West Manggarai region to manage budgets with high integrity,” he concluded.
