The High Court of West Nusa Tenggara has increased the sentence for non-active West Lombok DPRD member Ahmad Zainuri to four years in prison. Zainuri is a defendant in a corruption case involving the procurement of prayer garments and sarongs at the West Lombok DPRD.

“Adjudicating, accepting the appeal requests from the public prosecutor and defendant Ahmad Zainuri. Overturning the decision of the Corruption Court at the Mataram District Court that was appealed,” stated High Court Judge Gede Ariawan on Monday (10/8/2026).

Zainuri was found legally and convincingly guilty of committing corruption together with others under Article 604 of Law Number 1 of 2023 concerning the Criminal Code in conjunction with Article 20 letter c of Law Number 1 of 2023 concerning the Criminal Code. “Sentencing the defendant to four years’ imprisonment and a fine of Rp 100 million,” Ariawan added.

If the fine is not paid, it must be replaced with 60 days of confinement. In addition, the judge also ordered Ahmad Zainuri to pay restitution of Rp 1,460,000,000, reduced by the amount already deposited with the public prosecutor of Rp 1,008,000,000.

“Thus the remaining restitution to be paid is Rp 452 million,” the judge stated.

If Zainuri does not pay the restitution within one month after the verdict becomes legally binding, his assets will be seized and auctioned. If his assets are insufficient, he will be sentenced to an additional two years in prison.

Previously, the Mataram Corruption Court judge sentenced Ahmad Zainuri to three years in prison and a fine of Rp 100 million, with a subsidiary of 60 days. Zainuri was also required to pay restitution of Rp 1,570,000,000, with a subsidiary of two years.

In this case, Zainuri is a defendant alongside three other individuals: former Head of Social Rehabilitation at the West Lombok Social Affairs Agency, Dewi Dahliana; Head of Social Empowerment at the West Lombok Social Affairs Agency, M Zakaki; and a private party named Rusandi.

The West Lombok Social Affairs Agency budgeted Rp 22.2 billion for goods to be sold or distributed to the public, divided into 143 activities in 2024. Of these, 100 activities were budget allocations proposed by West Lombok DPRD members.

The budget package that ensnared the four individuals involved a ceiling of Rp 2 billion, placed across eight packages in the Social Empowerment Division and two packages in the Social Rehabilitation Division. The procurement process violated the law and caused state losses of Rp 1.7 billion.

M Zakaki served as the commitment-making officer and budget user proxy for the activities. Zakaki reportedly did not conduct price surveys when preparing the estimated price.

In the procurement, Zakaki only referred to budget availability and the 2023 West Lombok standard unit price. The prices set in the contracts were far higher than market prices.

Zakaki also arranged the tender winners together with suspect Ahmad Zainuri by directly appointing a specific provider, namely Rusandi. Zakaki did not exercise contract control or supervision of the activities, so the work did not conform to the work order or contract.
