Public prosecutors have demanded two-year prison sentences each for West Lombok Regional House of Representatives (DPRD) member Ahmad Zainuri and goods supplier Rusandi in a corruption case concerning the procurement of mukena (prayer garments) and sarongs at the West Lombok DPRD in West Nusa Tenggara. Prosecutor Yustika Dewi requested that the panel of judges at the Mataram Corruption Court declare both defendants guilty of corruption under Article 604 of Law No. 1 of 2023 concerning the Criminal Code, in conjunction with Article 20 letter c of Law No. 1 of 2023. “Sentencing defendants Ahmad Zainuri and Rusandi to two years in prison, reduced by the time already spent in detention,” Yustika stated at the court on Thursday (11/6/2026). In addition to the prison terms, both defendants were also ordered to pay fines of Rp 100 million each, with failure to pay resulting in an additional 60 days of confinement. For Ahmad Zainuri, prosecutors also sought the payment of state restitution amounting to Rp 1.008 billion, though this sum has already been deposited during the prosecution stage. “The sum of Rp 1,008,000,000 surrendered by the defendant during prosecution shall be confiscated for the state and counted as restitution,” she said. Meanwhile, Rusandi was ordered to pay restitution of Rp 557 million. If not paid within one month after the verdict becomes legally binding, his assets will be seized and auctioned to cover the state losses. “With the provision that if his assets are insufficient, he shall be sentenced to one year in prison,” she added. Rusandi had also entrusted Rp 90 million to prosecutors, which was requested to be confiscated and counted toward his restitution payment. Ahmad Zainuri and Rusandi stand accused alongside former Head of Social Rehabilitation at the West Lombok Social Affairs Agency, Dewi Dahliana, and Head of Social Empowerment, M Zakaki. Dewi Dahliana and M Zakaki were previously sentenced to one year in prison each and fines of Rp 50 million. In 2024, the West Lombok Social Affairs Agency budgeted Rp 22.2 billion for goods to be sold or distributed to the public, divided into 143 activities. One hundred of these activities were aspirational funds (pokir) from West Lombok DPRD members. The packages involving the four defendants had a budget ceiling of Rp 2 billion and were allocated across eight packages under Social Empowerment and two packages under Social Rehabilitation. The procurement was found to be unlawful and caused state losses of Rp 1.7 billion. M Zakaki served as the commitment-making officer and budget user authority, failing to conduct price surveys in preparing estimated prices and relying solely on budget availability and standard unit prices. Consequently, the contract prices were significantly inflated above market rates, causing overpricing. Zakaki also rigged the winner selection with defendant Ahmad Zainuri by directly appointing vendor Rusandi, failed to control contracts or supervise implementation, and approved payments to a vendor who did not complete the work.
