West Java's Human Development Index Reaches 75.90 in 2025, Highest in Five Years

The Human Development Index (HDI) for West Java reached 75.90 points in 2025, recording the highest growth in five years at 1.31 per cent. On average, West Java’s HDI grew by approximately 0.99 per cent per year during the 2021-2025 period.

Head of BPS West Java, Margaretha Ari Anggorowati, stated that the HDI growth was supported by improvements in all its constituent components. These include Life Expectancy (UHH), Mean Years of Schooling (RLS), Expected Years of Schooling, and real per capita expenditure.

In 2025, West Java’s UHH reached 75.53 years, meaning a baby born in 2025 is expected to live to that age. This figure increased by 0.37 years compared to 2024, representing a 0.49 per cent growth. Over the past five years (2021-2025), UHH has grown at an average rate of 0.39 per cent per year. Health indicators forming life expectancy have improved, with the percentage of households with access to adequate drinking water sources rising by 0.94 percentage points and the percentage of households without proper sanitation facilities decreasing by 0.50 percentage points compared to the previous year.

The next component of the HDI is the knowledge dimension, which measures educational attainment through two main indicators: Expected Years of Schooling (HLS) and Mean Years of Schooling (RLS). HLS in West Java reached 13.02 years, indicating that a child aged 7 in 2025 is expected to pursue education for 13.02 years, equivalent to the first year of tertiary education. HLS increased by 0.22 years or 1.72 per cent compared to the previous year, marking the highest growth rate during the 2021-2025 period, where the average annual growth was 0.80 per cent.

Meanwhile, RLS in West Java has shown a consistently increasing trend, reaching 9.14 years in 2025. This means the average resident aged 25 and above has completed schooling up to approximately class IX, or the equivalent of finishing junior secondary school. This achievement experienced a significant growth acceleration of 3.04 per cent compared to the previous year.

Real per capita expenditure also showed a positive increasing trend throughout the 2021-2025 period, with an average annual growth of 3.29 per cent. In 2025, the value reached 12.45 million rupiah per year, growing by 2.39 per cent or an increase of approximately 290,000 rupiah compared to the previous year.

Furthermore, poverty indicators showed significant improvement. The number of people living in poverty decreased by 193,920, in line with a 0.44 percentage point drop in the poverty rate. This reduction is expected to boost the purchasing power of West Java’s population, particularly among low-income households.

West Java Governor Dedi Mulyadi stated that the province’s HDI increase was the largest nationally. Based on BPS data, West Java’s HDI in 2025 rose by 0.98 points compared to the previous year. The HDI increase in other provinces, such as East Java and Central Java, rose by 0.78 points and 0.90 points respectively. Dedi expressed hope that West Java’s HDI achievements could enter the national top ten in the near future and called on all parties to collaborate with the Provincial Government to further improve the index.
