West Java's Bapemperda Accelerates Local Legal Products and Village Splitting

The Badan Pembentukan Peraturan Daerah (Bapemperda) of the DPRD of West Java Province held a consultation with the Directorate General of Local Legal Products at the Ministry of Home Affairs (Kemendagri) on Wednesday (22/4/2026).

This step was taken to accelerate the formation of local legal products while also speeding up village splitting to improve public services.

Deputy Chairman of the West Java DPRD Bapemperda, H. Daddy Rohanady, stated that village splitting at the regency/city level is a strategic measure to optimise the absorption of village funds.

According to him, an increase in the number of villages will directly impact the additional allocation of budgets from the central government, ultimately strengthening the economy at the grassroots level.

“With splitting, there is potential for increased absorption of village funds. In the end, this will impact the improved welfare of village communities,” said Daddy. He emphasised that village splitting is not merely an administrative matter but part of a strategy for equitable budgeting and development.

Regions with large populations, such as Cirebon Regency, are considered to have strong potential for village splitting to make services to the community more optimal.

In addition, Bapemperda also consulted on adjusting the procedures for forming local legal products to align with Law No. 13 of 2022.

The change in nomenclature to “Local Legal Products” is seen as providing a more comprehensive legal foundation for regional government policies.

According to Daddy, the provincial DPRD has an important role as a trigger for regency/city governments in accelerating such policies.

“We encourage regency/city governments, if the minimum requirement of 6,000 residents is met, to immediately process village splitting. This is a concrete step to accelerate development and improve public services,” he said.
