West Java's APBD Blue Report: IPKD Reaches 87.39 Points
The West Java Provincial Government (Pemprov Jabar) has recorded a significant achievement in regional financial governance. West Java’s Regional Financial Management Index (IPKD) now stands at 87.39, making it one of the best nationally.
West Java Secretary Herman Suryatman stated that this achievement is not merely a number but the result of consistent bureaucratic discipline. He mentioned that there are six main keys that form the foundation of successful fiscal management in West Java.
“We should be grateful, but the best gratitude is to work even better, so that the Regional Budget (APBD) truly benefits the people,” Herman said in his speech at the 30th Regional Autonomy Day Ceremony at the Gedung Sate complex on Monday (27/4/2026).
He explained that the first variable is consistency between planning and budgeting. This synchronisation is considered important so that every programme runs according to target, while also being able to respond to global dynamics.
Second, fulfilment of mandatory spending. Pemprov Jabar, Herman said, continues to maintain its commitment to mandatory budget allocation, especially in the education sector exceeding 20 percent, as well as health and infrastructure above 10 percent.
Third, budget transparency. According to him, openness of information is key to building public trust in the government.
Fourth, acceleration of budget absorption. Herman urged all Regional Device Organisations (OPD) not to delay spending, because government expenditure plays a role as an economic driver in the region, including for MSME actors.
Fifth, maintaining an Unqualified Opinion (WTP) from the Audit Board of the Republic of Indonesia (BPK RI). West Java has achieved WTP 14 times. Herman emphasised that this achievement is now the minimum standard. The next target is to surpass WTP, namely by delivering real impacts on reducing poverty and unemployment.
Sixth, strengthening fiscal capacity and regional independence. Herman noted that around 63 percent of West Java’s fiscal capacity is supported by Local Own-Source Revenue (PAD), indicating a strong level of independence.
Herman also expressed thanks for the support from the West Java DPRD. “Pemprov Jabar is the best in fiscal independence. Thank you Mr Sidkon Djampi (PKB Faction) and other DPRD colleagues,” Herman concluded.
