West Java Targets Rp29.35 Trillion in Revenue in 2027 Draft Budget
Bandung (ANTARA) – The West Java Provincial Government is targeting revenue of Rp29.35 trillion in its draft regional budget (RAPBD) for the 2027 fiscal year, with Rp1.67 trillion of regional financing expenditure set aside specifically to repay principal on debt instalments.
West Java Deputy Governor Erwan Setiawan presented the introductory statement to the financial memorandum for the 2027 draft regional regulation on the budget at a plenary meeting of the West Java Regional People’s Representative Council (DPRD) in Bandung on Monday. He said the Rp29.35 trillion revenue target would be supported primarily by locally generated revenue (PAD), projected at Rp19.02 trillion.
Transfers are expected to contribute Rp10.30 trillion, while other legitimate regional revenue is forecast at Rp24.57 billion.
Planned regional expenditure is set at Rp27.58 trillion, comprising Rp17.88 trillion in operating expenditure, Rp2.86 trillion in capital expenditure, Rp6.74 trillion in transfers and Rp101.12 billion in unexpected expenditure (BTT).
“I hope this broad explanation of the draft will provide a comprehensive overview for our discussions with the West Java Provincial DPRD,” Erwan said.
With revenue of Rp29.35 trillion and expenditure of Rp27.58 trillion, the 2027 draft budget records a positive balance, or surplus, of Rp1.77 trillion.
In addition to revenue and expenditure, the draft budget includes plans for regional financing receipts and outlays. Financing receipts are projected at Rp74.37 billion, all sourced from the previous fiscal year’s budget surplus (SiLPA).
Financing expenditure is planned at Rp1.84 trillion. This includes Rp50 billion for establishing reserve funds, Rp125 billion in regional capital participation and Rp1.67 trillion to repay principal on debt falling due.
West Java DPRD Deputy Speaker MQ Iswara said discussions on the 2027 draft budget regulation would continue according to the schedule set by the council’s Consultative Body (Bamus).
The next stages will begin with discussions in the commissions and meetings of the parliamentary factions. The DPRD will then hold another plenary meeting to hear the factions’ general views on the 2027 draft budget regulation.
“The next plenary meeting, with the general views of the factions on the draft regulation on the 2027 West Java Provincial Budget on its agenda, is scheduled for 30 October 2026,” Iswara said.
