West Java Regional Council Questions Proposed Rp3.4 Trillion Loan Plan
The West Java Regional Council (DPRD) is highlighting a decline in regional revenue alongside a proposed loan worth Rp3.4 trillion within the draft regional regulation concerning the 2026 West Java Provincial Budget Amendments. Various notes and concerns were presented by each faction within the West Java DPRD.
The Deputy Chairman of the West Java DPRD, MQ Iswara, explained that the majority of factions are questioning the discrepancy between falling revenues and expenditure allocations that remain high. “Particularly regarding the decline in regional income, relatively high expenditure, the regional loan plan, and changes in financing. Most factions are questioning this,” he stated in Bandung on Wednesday (2/9).
He explained that this condition creates a gap between the regional revenue capacity and expenditure requirements. To bridge this gap, the West Java Provincial Government plans to fund the deficit through a regional loan of Rp3.4 trillion.
“To anticipate this issue, we are requesting the executive branch to disclose the details of budget usage transparently,” he said. The Council is seeking clarity regarding the distribution of the loan allocation across regional apparatus agencies and the priority programmes that will be funded.
He requested an explanation regarding the details of how this financing will be allocated, including how many Regional Apparatus Organisations (OPD) will be involved, which specific activities will be funded, and the overall direction of its use within the 2026 Budget Amendments.
“There are also questions regarding the expenditure details. How the Rp3.4 trillion is spread across OPDs, how many activities are involved, and what those activities are; these will be addressed later,” he said.
According to Iswara, all questions and notes from the factions have been submitted to the executive branch to be answered during the plenary session. “This is important as part of the principle of fiscal prudence,” he added.
He further noted that the general views of the factions are part of the DPRD’s function in providing observations, questions, and input regarding the regional government’s budgetary policies. Through the Governor’s response phase, the West Java DPRD will obtain more detailed explanations regarding the reasons for the revenue decline, the policy to maintain high expenditure, the Rp3.4 trillion loan plan, its detailed usage, and the changes in expenditure structure within the 2026 Budget Amendments.
