West Java Regional Council Proposes Draft Regulation for Waste Banks Funded by Regional Budget

The West Java Regional House of Representatives (DPRD) Commission IV is designing a special initiative-based Regional Regulation (Perda) that would require the West Java Provincial Government to allocate regional budget (APBD) funds to foster and finance community-based waste processing groups, such as waste banks and self-help groups.

The initiative for this new legal umbrella, titled the Draft Regional Regulation on Community Empowerment in Waste Management, was officially presented by Commission IV of the West Java DPRD during a Plenary Session in Bandung on Tuesday.

Speaking during the meeting, Fikri Hudi Oktiar .during the meeting, Fikri Hudi Oktiarwan, a member of the West Java DPRD Commission IV, revealed that the existing waste management regulations (Regional Regulation No. 12/2010 in conjunction with Regional Regulation No. 1/2016) have not yet accommodated financial support, facilities, or legal recognition for waste processing communities at the upstream level.

“Therefore, we are recommending a model for a Regional Regulation that specifically regulates community empowerment in waste management. This regulation is intended to provide recognition, strengthen their position as strategic partners, increase capacity, and expand access to partnerships, funding, and infrastructure,” said Fikri.

Fikri explained that shifting the processing pattern from a centralised system (end-of-pipe) that relies on landfills towards a decentralised system at the upstream level—such as households, markets, and campuses—is urgent to prevent leachate pollution and the risk of methane gas at landfills.

Through this new regulation, the West Java Provincial Government would have a valid legal basis to distribute regional budget allocations to strengthen community cooperation, mobilise waste banks, and build a circular economy based on recycling throughout West Java.

The Deputy Chairman of the West Java DPRD, MQ Iswara, added that the submission of this Draft Regional Regulation by Commission IV is a follow-up to the approval from an internal plenary meeting on 30 September 2026.

Iswara noted that the legislative process will continue with hearing official responses from the executive branch during the West Java Governor’s Opinion Plenary Session this coming Friday (9/10).
