The West Java Provincial Regional Legislative Council (DPRD) has officially formed Special Committee (Pansus) XIX and Special Committee XX to examine regulations regarding the capital of the BIJB Kertajati regional-owned enterprise (BUMD) and the restructuring of Regional Government Organisations (OPD) in West Java.

Special Committee XIX was established specifically to review the revision of Regional Regulation Number 22 of 2013 concerning the formation of PT Bandar Udara Internasional Jawa Barat (BIJB) Kertajati and Aerocity. The goal is to increase capital and open doors for strategic investors. Meanwhile, Special Committee XX is tasked with overseeing the drastic reduction in the number of departments/agencies from 38 to 32 Regional Government Organisations (OPD).

The Chairman of the West Java DPRD, Buky Wibawa, stated in Bandung on Saturday that all legislative members involved in these two committees have been given a strict five-week deadline to complete the discussion of the draft Regional Regulations (Ranperda) submitted by the executive branch.

“The working period for these two Special Committees begins on 30 September 2026 and runs until 5 November 2026. To Special Committees XIX and XX, congratulations on your appointment; it is expected that you prioritise these committee activities,” said Buky Wibawa in a short message.

From the legislative perspective, Buky emphasised that the overhaul of the BIJB Kertajati regulations is highly urgent. This is to ensure that the scheme to increase the company’s authorised capital to Rp8 trillion can attract investors without relinquishing state control.

Responding to the DPRD’s scrutiny, the Vice Governor of West Java, Erwan Setiawan, stated that his administration guarantees the West Java Provincial Government’s shareholding will not be eroded by private or foreign investors.

“The increase in authorised capital is intended to provide greater space for strategic investors to enter the management of PT BIJB. The West Java Provincial Government emphasises that local government shareholding will be maintained at a minimum of 5t51 per cent, ensuring the local government’s position as the controlling shareholder remains intact,” said Erwan Setiawan.

The West Java DPRD also placed heavy emphasis on Special Committee XIX ensuring that the development of the Kertajati Aerocity area must manage environmental issues, such as air quality, water management, and noise levels within the Rebana economic growth zone.

Regarding bureaucratic restructuring through Special Committee XX, the West Java DPRD aims for massive budget efficiency through the abolition of six regional agencies. The transition process for the new structure has been given a maximum timeframe of one year to ensure that public services are not paralysed.
