The Governor of West Java, Dedi Mulyadi, stated that the Unqualified Opinion (WTP) awarded is the result of the collective and effective performance of the West Java Provincial Government in executing its development plans. This was announced during the Plenary Session of the West Java Provincial DPRD, which focused on the handover of the Audit Board of Indonesia (BPK RI) Audit Result Report (LHP) for the 2025 Fiscal Year Financial Report of the West Java Province on Wednesday, 3 June 2026.

He emphasised that achieving the WTP opinion should serve as motivation to enhance the quality of development and public services, rather than simply fulfilling financial administrative requirements. “I hope this WTP reflects the effective performance of the West Java Provincial Government in development. We must not be satisfied with the WTP alone, but also with public satisfaction and the quality of development felt by the community,” Mulyadi stated in a written release on Friday, 5 June 202<0xA0>6.

Mulyadi also expressed his gratitude to the West Java DPRD for its oversight functions and to all provincial government officials involved in regional financial management. He expressed hope that the BPK RI would eventually move beyond sample-based auditing to examine all regional agency (OPD) financial reports for more optimal and comprehensive results.

Addressing BPK’s notes regarding regional expenditure management, the Governor noted that while the province remains optimistic about driving development, regional fiscal capacity is heavily influenced by the realisation of transfers from the central government. “In terms of capacity based on regional revenue, it has relatively been achieved. What has not been achieved is the transfer funds from the central government, particularly the Revenue Sharing Fund (DBH),” he said.

Mulyadi called on the BPK to facilitate a reconciliation between the West Java Provincial Government and the Ministry of Finance regarding the obligation to pay National Economic Recovery (PEN) funds and the revenue sharing funds that have not yet been fully received by the region. “The West Java Provincial Government has an obligation to pay PEN funds to the central government. However, the central government also has an obligation to pay the Revenue Sharing Fund (DBH) that has not yet been paid to the regional government. I hope a reconciliation can be conducted so that our debts become our receivables, allowing the regional budget records to be closed properly,” he added.

He also highlighted delays in the disbursement of transfer funds, which he believes impact regional fiscal management. He expressed hope that funds allocated through Ministry of Finance decrees would be distributed consistently until the end of the fiscal year. Regarding education costs and School Operational Assistance (BOS) funds, Mulyadi acknowledged administrative weaknesses due to a shortage of administrative staff in many schools, noting this as a priority for evaluation.

Meanwhile, BPK RI member Bobby Adhityo Rizaldi expressed full support for the DPRD and West Java Provincial Government in monitoring and resolving BPK’s recommendations. “I want to emphasise that the effective and efficient use of the regional budget (APBD) is vital, as every rupiah allocated reflects public works and the hopes of the community,” he concluded.
