West Java Police Uncover Syndicate Selling 'State Official Data Leaks'

The Cyber Crime Directorate of the West Java Regional Police has apprehended four young men belonging to a syndicate involved in the theft and dissemination of personal data (doxing) belonging to several public officials. One of the victims of this illegal activity is the Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia.

According to reports, the four suspects detained played different roles in executing their operations. AH (22), a resident of Jakarta, acted as the primary perpetrator. He was assisted by BDJ (22), who served as the developer of the application programming interface (API); AS (21), who provided identity tracking services; and AR (33), who assembled the Telegram bots.

Among the evidence presented during the press conference at the West Java Regional Police Headquarters, it was revealed that one of the public officials whose data was doxed was Minister of Energy and Mineral Resources Bahlil Lahadalia.

The Head of Public Relations for the West Java Regional Police, Kombes Hendra Rochmawan, revealed that this syndicate marketed its services through the Telegram and Instagram platforms. The perpetrators offered access to database lookups that included sensitive information, such as National Identity Card (NIK) numbers, addresses, and private telephone numbers.

“The modus operandi used by these individuals involves the illegal trade of personal data by offering tracking services and showcasing the personal data of others through the Instagram account @azatzx25,” said Hendra on Wednesday (16/09/2026).

Access to this data was not provided for free. Users were required to pay a certain amount of money or top up balances via electronic payment methods. One of the products sold was a Telegram bot named ‘Bangor’, which was managed by the suspect AS.

“It cost Rp 700,000,” he added.

Hendra further noted that the database contained the personal information of important figures, which had previously caused significant unrest in digital spaces.

“This part became quite viral; one of the posts was titled ‘Data Leak Pejabat Negara’ (State Official Data Leak),” he concluded.
