Sumedang, West Java — The West Java Regional Police (Polda Jawa Barat) has facilitated access to financing for corn farming groups under the Kredit Usaha Rakyat (KUR) scheme, without collateral, to end farmers’ dependence on middlemen. West Java Police Chief Inspector General Rudi Setiawan, in Sumedang on Saturday, said the financing is channelled through a collaboration between state-owned banks with loan facilities up to Rp100 million without collateral for the groups under their supervision. ‘The Kredit Usaha Rakyat (KUR) can be accessed by farming groups without collateral with a maximum value of Rp100 million to support corn planting without middlemen,’ he said during the Quarter I 2026 simultaneous corn-planting event in Ujungjaya.

He explained that the loan funds are not disbursed directly to farmers, but to distributors providing seeds, fertilisers, and farming equipment through a closed-ecosystem scheme. Under this arrangement, mentored farming groups are estimated to make a profit of around Rp25 million to Rp30 million in a single four-month planting period after production costs and loan repayments are deducted. ‘This scheme is designed so that the funds disbursed are truly used for agricultural activities and are not misused,’ he added. Irjen Pol Rudy said that lending to mentored groups has been implemented in several areas, including around 440 groups in Sumedang and 55 in Nagreg. ‘According to reports from Himbara, KUR disbursement in Sumedang has reached around Rp440 billion, while in Nagreg around Rp55 billion,’ he said.

Beyond financing, the West Java Police are addressing land availability by collaborating with PT Perkebunan Nusantara (PTPN) and Perum Perhutani. ‘We have been able to utilise around 1,200 hectares of land through the cooperation with PTPN and Perhutani for management by the mentored farming groups,’ he said. In addition, he noted that the force conducted the Q1 2026 corn-planting drive on approximately 433 hectares across 23 Police Resor (Polres).

Ahmad Rizal Ramdhani, Chief Executive Officer of Perum Bulog, said the agency targets corn absorption in West Java of around 322 tonnes per month in 2026. He noted that as of now, corn absorption in West Java has reached around 1,744 tonnes in 2025, indicating significant progress in supporting food availability. ‘Our target is around 205 tonnes per month, while West Java is targeted at around 322 tonnes in 2026, and to date our books show 1,744 tonnes,’ he said via Zoom.
