The West Java Regional House of Representatives (DPRD) Secretariat has launched several service innovations to expand public access to expressing aspirations. Carrying the tagline “Democracy Without Distance”, the West Java DPRD has introduced the HUDANG application (Hadir Untuk Dialog Aspirasi Ngabdi ka Warga).

Through this application, the public is expected to be able to convey aspirations without being hindered by distance, time, or access. HUDANG is designed to connect citizens with their representatives through an encrypted and transparent video conferencing platform.

The Secretary of the West Java DPRD, Dodi Sukmayando, stated that this innovation is part of an effort to improve public services. “We are continuously striving to enhance public aspiration services so that the people’s voices are closer, faster, and more meaningful. We present this application as a solution for democracy without distance in West Java,” Dodi said at the West Java DPRD rooftop on Monday (28/09/2026).

In addition to HUDANG, the West Java DPRD Secretariat launched the Gara application, which provides 24-hour aspiration services. The application serves as a channel for the public to submit aspirations more openly without bureaucratic barriers.

“As people’s representatives, that role has no limits in space, time, or attire. The West Java DPRD can receive aspirations anytime, 24 hours a day. Incoming aspirations will be directly forwarded to the relevant Regional Government Agencies (OPD), complete with council recommendations, ensuring the process is transparent and measurable,” said Dodi.

According to him, the public can submit aspirations in writing or through direct services available within the application. The progress of proposals can also be monitored through to the recommendation process to the relevant departments.

The West Java DPRD Secretariat is also preparing the ALAM portal (Aplikasi Layanan Elektronik Media), which is targeted for launch by the end of this year. The portal is intended to validate media cooperation and strengthen public information disclosure by reinforcing the function of the Information and Documentation Management Officer (PPID).

A member of the West Java DPRD from the Gerindra Faction, Daddy Rohanady, appreciated the various innovations launched by the West Java DPRD Secretariat. However, he cautioned that the ease of submitting aspirations should not create expectations that cannot be met within the regional budget’s capacity.

Daddy noted that his experience as a member of the DPRD shows a gap between the number of incoming aspirations and the capacity of the Regional Budget (APBD) to accommodate them. “Out of approximately 44,000 proposals received, from both the council and the public, only about 12,000 are accommodated. There is a fiscal gap of tens of thousands of proposals that cannot be absorbed. Therefore, we must ensure that opening these doors of aspiration widely does not provide false hope to the citizens,” he said.

According to Daddy, the public can still submit various aspirations, ranging from education to road infrastructure. However, canalisation and education are required so that these proposals can be aligned with the West Java Provincial Government’s development priorities.

With this mechanism, he hopes that the aspirations entering through various digital channels of the West Java DPRD can be more directed and have a greater chance of being followed up in accordance with the capacity and priorities of the regional budget.
