West Java KBIH Official Calls Elderly Pilgrims a Burden, MP Furious

A representative of the West Java Haji and Umrah Guidance Group (KBIHU), Syatori, drew the ire of lawmakers after proposing age restrictions for prospective pilgrims, arguing that elderly participants are a burden during the pilgrimage. The incident occurred during a meeting with House of Representatives Commission VIII in Jakarta on Monday.

Syatori initially suggested that age limits should be imposed and that the physical capability (istitha’ah) of pilgrims must be rigorously assessed. He stated that elderly pilgrims cause difficulties and inconvenience to others, explaining that while pilgrims generally wish to perform the hajj with solemn devotion, the presence of elderly participants often disrupts this. He noted that the assistance required by elderly pilgrims can be continuous, preventing others from worshipping peacefully. Syatori cited an example from the 2026 hajj season, where 60 pilgrims in one of his group’s batches required assistance. He argued that pilgrims should possess not only financial capability but also physical fitness, urging the Ministry of Health to conduct truly valid health assessments.

The proposal drew a sharp reaction from Commission VIII member Matindas Janusanti Rumambi, who demanded the statement be retracted. ‘I want to remind KBIHU to withdraw the term that the elderly are a burden. This is live, you know. Do not use language that says elderly hajj pilgrims are a burden,’ Matindas said. The PDIP faction politician deemed the statement inappropriate, pointing out that services for elderly and disabled pilgrims are clearly regulated under existing laws and ministerial regulations. He specifically cited Article 6, point E, which stipulates special services for the elderly and disabled.
