West Java Governor Targets Full Certification of Government Assets Within Three Years
West Java Governor Dedi Mulyadi has set a target for all government assets to be certified within three years. This measure is part of an effort to strengthen regional asset governance, prevent disputes, and combat corruption in the agrarian sector.
Dedi made the statement after attending a Coordination Meeting on the Corruption Prevention Monitoring Controlling for Prevention (MCP) programme, initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) together with the Corruption Eradication Commission (KPK) and the West Java Provincial Government at the Provincial Human Resources Development Agency in Cimahi, West Java, on Tuesday.
“Spatial planning, land management, and land certification should hopefully be completed. I hope that all regional assets, both provincial and district/city, will be fully certified within the next three years,” Dedi said. He urged all regional heads to allocate budgets to ensure government assets possess authentic legal documents. Spatial planning, land management, and asset certification are a key focus for the regional government together with the ATR/BPN Ministry.
“We urge regional heads to budget for the costs so that their assets have authentic deeds,” said Dedi. The former Purwakarta regent stressed that spatial planning, land management, and asset certification are crucial to prevent disputes and the transfer of public land into private hands, as has already been discovered in West Java. Riverbanks, road verges, springs, and lakes in West Java have reportedly been certified under personal and corporate names.
“Riverbank areas, road verges, springs, and lakes have often been owned by individuals or companies and even certified not in the name of the state, but in the name of private persons or entities. That must not happen again,” he said.
Expert Staff for Regional Development at the ATR/BPN Ministry, Dony Erwan Brilianto, stated that through this agreement, his ministry, together with the KPK and the West Java Provincial Government, is jointly working to prevent corruption, improve land and spatial governance, and strengthen the regional economy. “Today we are here not just for a signing, but to unite commitment, data, systems, resources, and authority so that land and spatial services produce real economic benefits while strengthening transparent and accountable governance,” Dony said.
He explained that the action plan within this cooperation is expected to enhance the quality of public services, strengthen regional income, provide legal certainty for assets, and close loopholes for irregularities in land and spatial governance. There are nine cooperation programme packages that can be selected and tailored to the needs of each region. These include the Integration of Parcel Identification Numbers (NIB) and Tax Object Numbers (NOP), Integration of Land Services with Public Service Malls, Acceleration of Land Registration, Acceleration of Detailed Spatial Plans (RDTR) integrated into the Online Single Submission (OSS) system, Geospatial-Based Land Census, Integration of Sustainable Food Agricultural Land (KP2B/LP2B) into Regional Spatial Plans (RTRW), Optimisation of the Agrarian Reform Task Force (GTRA), Development and Utilisation of Land Value Zones (ZNT), and Land Consolidation for Regional Development.
“West Java Province is the first province on Java Island after we implemented this programme in Sulawesi and Lampung,” Dony said. Given the diverse and interconnected needs, he noted, West Java is a highly suitable space for collaboration to strengthen the regional economy, ensure land and spatial planning legal certainty, and prevent corruption.
