West Java Governor KDM Says 2026 Development Programme Will Go Ahead Without Borrowing
BANDUNG — West Java Governor Dedi Mulyadi has confirmed that the provincial government has cancelled its plan to borrow from PT Sarana Multi Infrastruktur (SMI) and will make the best use of funding available in the 2026 regional budget (APBD). Known by his initials, KDM, Dedi said development projects would proceed in 2026 according to priority, despite the decision not to take out a loan.
“We are working at full speed so that all projects can be completed over the next two and a half months and the target of 100 per cent achievement can be met. Is there enough money? God willing, we will manage the finances well. Although revenue-sharing funds have been delayed, we will keep pushing ahead with development,” he said on Sunday (18 October 2026).
He apologised to visitors travelling to West Java over the weekend for traffic congestion, saying it was caused by road construction, including resurfacing and concrete paving.
He acknowledged that the province faced a fiscal shortfall, but said sound management meant it would not need to borrow from PT SMI.
“We will simply optimise the budget we have; some payments may be deferred. That means activities in 2026 will be paid for in 2027. It is beneficial for the government, because it can continue building without being burdened by loans and interest payments,” he added.
Dedi thanked the West Java Regional People’s Representative Council (DPRD) for consistently supporting development programmes and budget management to ensure spending was well targeted. He also thanked the Ministry of Home Affairs for its continued guidance on budget management.
“Of course, I would also like to thank the people of West Java who pay their taxes on time. Without motor vehicle taxpayers, the West Java Provincial Government would not be able to function,” he said.
