West Java Governor Evaluates Old Public Minibuses to Overhaul Regional Transport
The West Java Provincial Government will evaluate the operation of public minibuses (angkot) deemed no longer roadworthy. This measure focuses on intercity and inter-regency services that still use old fleets and fail to meet public service standards.
West Java Governor Dedi Mulyadi stated yesterday that the provincial government is not merely enforcing regulations but also providing concrete solutions. The administration plans to encourage a transformation in management by helping minibus drivers become fleet owners through a supportive financing scheme.
In line with a vision for environmentally friendly restoration, Dedi also proposed that the rejuvenation of public transport be dominated by electric vehicle fleets, aiming to reduce the use of conventional fossil-fuel modes.
"We want drivers to become vehicle owners. The government is devising a financing scheme without a down payment so their welfare improves. If a driver acts as the owner who pays instalments and maintains the vehicle, they will be far more disciplined than if they merely hand over daily takings," he said.
The Governor stressed that the success of a mass transit system depends not only on the quality of the fleet but also on a change in public behaviour and improved urban infrastructure. A modern transport ecosystem must be supported by pedestrian-friendly pavements, adequate street lighting, proper waste management, clean public facilities, and an integrated security system capable of keeping pace with high citizen mobility.
"Modern transport is not just about good vehicles; people’s behaviour must also change and city services must be modernised," he asserted.
During the groundbreaking ceremony for the Indonesia Mass Transit Project and the signing of a Public Service Obligation cooperation for mass transit services in the Bandung Basin area, the Governor emphasised that the public urgently needs integrated and equitable transport services. He expressed hope that the construction would proceed safely and smoothly, delivering high-quality infrastructure.
Dedi noted that public transport has become a basic necessity for metropolitan residents and that West Java is entering a new era. Modern transport is not only about speed but also about excellent, digitised, and interconnected services. He urged users to adopt more orderly behaviour, stressing that maintaining public facilities, proper waste disposal, and public etiquette are crucial. The government must also provide excellent services to support passenger safety and comfort, including adequate sanitation facilities, proper pavements, street lighting, and extra security measures.
"Because if high traffic on public transport is not matched by strong security, it will potentially increase crime. West Java must be fair. Big cities are developing, but villages must also feel the benefits of development. Basic infrastructure must reach all levels of society," he added.
