West Java DPRD Welcomes Legok Nangka PSEL as a Waste Management Solution

The Chairman of the West Java DPRD, Buky Wibawa Karya Guna, has welcomed the start of construction for the Legok Nangka waste-to-energy (PSEL) facility. After a lengthy process and years of delays, the project has now entered the construction phase following a groundbreaking ceremony. Buky stated that the development of PSEL Legok Nangka marks a significant milestone in West Java’s efforts to find a solution for its waste problems, particularly in the Greater Bandung area. He noted that the plan to convert waste into electrical energy was first conceived in 2005, some 21 years ago. “It has been long awaited, and today the groundbreaking for the waste-to-energy processing facility at Legok Nangka, which has been delayed for quite some time, was finally carried out,” Buky said at the PSEL Legok Nangka site in Nagreg, Bandung Regency, on Wednesday (29/7/26). He expressed hope that the construction would proceed according to target and be completed within approximately three years. The presence of PSEL Legok Nangka is considered a solution to the waste emergency currently facing West Java. Buky explained that the facility will eventually handle around 2,000 tonnes of waste per day from six regencies and cities. However, he reminded the government to prepare a traffic management system for the waste transportation trucks from the outset. “What we are thinking about is how to manage the truck traffic. Every day, around 2,000 tonnes will be delivered. This also needs to be considered, including road access and so on,” he said. In addition to Legok Nangka, Buky noted that the waste problem in Bandung City still requires serious attention. The West Java DPRD has communicated with the Acting Governor of West Java to assist in procuring waste processing machines at the village level. He hopes this programme can be realised soon so that every village has a waste processing machine as part of efforts to handle waste at its source. Buky also highlighted the condition of the Sarimukti Final Disposal Site, which he said has exceeded its capacity. He therefore disagreed if the solution to the waste problem was directed back towards expanding final disposal sites. “There should be no tolerance for that. So that we all think about resolving waste, not expanding waste disposal sites,” he said. Buky hopes the construction of Legok Nangka can be completed according to plan. He stated that the realisation of the project requires strong commitment from all parties, especially investors and the construction implementers on the ground. “Hopefully it will be on time.
