West Java DPRD: Water Utilisation Regional Regulation Must Be Fair to Citizens
Bandung (ANTARA) - The Special Committee (Pansus) XI of the West Java Provincial Legislative Council has emphasised that the drafting of the Regional Regulation Draft (Raperda) on Water Management and Utilisation must serve as a fair instrument, without sidelining the burdens on the public as end consumers.
“This committee’s discussion must be more comprehensive, with no party feeling disadvantaged. In fact, the purpose of this Raperda is to accommodate public interests,” said Deputy Chairman of the West Java DPRD, Iwan Suryawan, in a statement in Bandung on Friday.
He explained that the policy is being constructed to ensure contributions to Local Own-Source Revenue (PAD) align with the sustainability of clean water services.
“Because this is crucial amid plans to adjust surface water usage taxes,” he said.
Another member of Pansus XI, Jenal Aripin, stated that the legislative focus is not solely on fiscal figures, but also on guaranteeing standards for water processing quality that is fit for consumption.
“Good water management will certainly impact the public as beneficiaries. Therefore, we want the discussion to be more in-depth,” said Jenal.
In addition to issues of tariffs and quality, the material exploration also highlights vulnerabilities in distribution in drought-prone areas.
“The discussions also spotlight the water availability conditions in several regions currently facing potential water crises, such as in Tegal Waru and Teluk Jambe areas,” he said.
