West Java DPRD to Draft Regional Regulation Protecting Families from LGBT and Digital Impacts
Bandung (ANTARA) - The West Java Regional People’s Representative Council (DPRD) plans to draft a Regional Regulation Proposal (Raperda) for protecting families from deviant sexual behaviours (LGBT) to the negative impacts of the digital era.
According to Deputy Chair of Commission V of the West Java DPRD, Siti Muntamah, the Raperda will be a proposal or initiative from the West Java DPRD, particularly from Commission V, and is scheduled to be included in the 2026 Amendment to the Regional Regulation Formation Programme (Propemperda).
“The drafting of the Raperda on protecting families from deviant sexual behaviours or LGBT to the negative impacts of the digital era is a follow-up to the results of an audience with family activists (Giga) Indonesia, who urged the establishment of such regulations due to concerns over the current social conditions,” Siti said at the West Java DPRD Building in Bandung on Monday.
Previously, Commission V of the West Java DPRD received an audience from Giga Indonesia. The audience concerned the demand for the formation of a Raperda on protecting families from social disasters of deviant sexual orientation and behaviours or LGBT, as well as the negative impacts of the digital era.
Siti Muntamah explained that this is driven by the large number of LGBT individuals in West Java, even making it the province with the highest number in Indonesia, not to mention other cases related to sexual deviations and their impacts, particularly on families and children.
Giga Indonesia expressed its concerns and proposed that a Raperda be established as soon as possible to provide protection to families and children from deviant sexual behaviours and the negative impacts of the digital era.
“They (Giga Indonesia) submitted a proposal for a Raperda to be established as soon as possible that can provide protection to families, particularly preventive efforts against sexual deviations,” she said.
In that audience, Commission V of the West Java DPRD involved related regional apparatus organisations (OPD), starting from the Regional Development Planning Agency (Bappeda), the Legal Bureau of the Regional Secretariat, the Health Office, and the Office of Women’s Empowerment, Child Protection, and Family Planning (DP3AKB) of West Java Province.
Meanwhile, in her presentation, Chair of Giga Indonesia, Euis Sunarti, criticised West Java for being in first place with around 302,000 people recorded as LGBT.
Data from the West Java AIDS Commission (KPA) also recorded a drastic surge in HIV cases over the last three years. Previously, the annual addition of cases was relatively stable at around 5,000 cases. Since 2022, the graph has risen sharply.
In 2022, 8,620 new cases were recorded, 9,710 cases in 2023, and it surged to 10,405 cases by the end of 2024. This means the increase in new case findings reached 100 percent compared to the previous period.
