West Java DPRD Reviews Merger of Regional Agencies to Improve Efficiency
The West Java Provincial DPRD is reviewing plans to merge regional government agencies as part of an institutional reorganisation aimed at making government administration more effective. The discussion was conducted by Special Committee XX through consultations with the Ministry of Home Affairs and the Jakarta Provincial Government on Tuesday (13 October 2026).
Edi Askari, chairman of Special Committee XX of the West Java DPRD, said the consultations were intended to ensure that the proposed restructuring complies with legislation and meets the needs of government organisations. A key item under discussion is a plan to merge 14 agencies into seven. The committee is also examining a proposal to establish a new body, the Asset and Regional-Owned Enterprises Management Agency.
Edi said that, based on consultations with the Ministry of Home Affairs, several technical requirements for merging agencies—including the Regional Development Planning Agency (Bappeda) and the Research and Development Agency (BP2D)—had in principle met the provisions of Government Regulation No. 18/2016 on Regional Government Agencies, as amended by Government Regulation No. 72/2019.
However, several aspects still need refinement, particularly job descriptions, organisational status and working procedures, as well as the preparation of job analysis and workload analysis.
Edi said the proposed Asset and Regional-Owned Enterprises Management Agency also required an in-depth review to ensure it had a sound legal basis and would not create overlapping powers.
The committee, the Ministry of Home Affairs and academic experts are continuing to align the proposal’s legal and functional aspects, including with reference to Article 73 of Government Regulation No. 18/2016.
Special Committee XX aims to complete deliberations on the draft regional regulation concerning the formation and structure of West Java’s regional government agencies by 5 November 2026. The draft will then undergo harmonisation with the West Java Regional Office of the Ministry of Law and the Ministry of Home Affairs, with each process scheduled to take 14 working days.
Edi said the agency restructuring was planned to be implemented gradually to minimise potential difficulties involving staffing, budgeting and standard operating procedures for public services.
Initially, restructuring will focus on three or four agencies agreed for implementation in 2027. Preparations for restructuring the remaining regional agencies are intended to be carried out the following year.
The reorganisation is expected to make the government structure more effective, with clear divisions of duties and authority while maintaining a focus on improving the quality of public services.
