West Java DPRD Pushes for Regional Regulation on Deviant Sexual Orientation to Be Prioritised
The West Java DPRD’s Commission V is pushing for the Draft Regional Regulation (Ranperda) on Deviant Sexual Orientation and Behaviour (OPSM) to be included in this year’s discussion priorities as a follow-up to public aspirations received.
Deputy Chair of Commission V of the West Java DPRD, Siti Muntamah, stated in Cimahi on Wednesday that the initiative regulation proposal was submitted to the Regional Regulation Formation Agency (Bapemperda) over a month ago, along with its academic manuscript.
‘Commission V itself sent a letter more than a month ago to Bapemperda to allocate the DPRD’s initiative regulation quota to Commission V regarding this matter. Alhamdulillah, the letter has been sent and the academic manuscript has also been submitted,’ she said.
Siti expressed hope that the Ranperda OPSM can be included in the West Java DPRD’s discussion agenda this year, thereby becoming a legal basis for policy formulation related to the issue.
‘Hopefully, this will become a shared concern to be prioritised for discussion this year. From communication with colleagues at Bapemperda, God willing, this will become one of the DPRD’s initiative regulations to be discussed,’ she said.
According to her, the push for the regulation’s formation strengthened after Commission V received audiences from several community groups who conveyed their concerns about the rise of deviant sexual behaviour.
‘They expressed concern regarding the prevalence of LGBT (Lesbian, Gay, Bisexual, and Transgender) in West Java. They also presented data, as well as aspects of the impacts that have been encountered in the field,’ she said.
She stated that the provincial government, as a regulator, has the responsibility to formulate policies that provide protection to the community through regulations with legal certainty.
According to Siti, the discussion of the Ranperda OPSM is an urgent need considering that West Java is the province with the largest population, thus requiring a legal basis for policy formulation.
‘Because this is very urgent for West Java as the province with the largest population, we are taking the initiative as quickly as possible to create this regional regulation to meet the needs that the community finds disturbing, particularly related to the LGBT issue,’ she said.
Siti hopes the proposal for the Ranperda OPSM will soon be included in the Regional Regulation Formation Programme (Propemperda) so that the drafting and joint discussion with the West Java Provincial Government can begin this year.
