West Java DPRD Prepares Anti-LGBTQ Bylaw, MUI West Java Ready to Issue Fatwa on 'Boti'

BANDUNG – The West Java Regional Parliament (DPRD) is designing and preparing a regional regulation (perda) against Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) people. It will form a special committee (pansus) to deliberate the draft regulation.

Yomanius Untung, Chair of Commission V of the West Java DPRD, said the anti-LGBTQ draft regulation will be deliberated by the Regional Regulation Formation Body (Bapemperda), which will establish a special committee. He said the draft is a right of initiative of the West Java DPRD.

“The draft perda is an initiative right of the DPRD; it is currently being processed at Bapemperda, and later it will be handed to a special committee,” he said on Tuesday (14/7/2026).

He said the West Java DPRD has also received a hearing from Indonesian family activists demanding the creation of an anti-LGBTQ perda, as they are concerned about the movement.

Moreover, the central government has issued Presidential Regulation (Perpres) Number 111 of 2025 on the General Policy on State Defence 2025-2029. It states that threats to the state are divided into three categories: military, non-military, and hybrid threats, with LGBT listed as one form of non-military threat.

“Perpres Number 111 is one of our references. Later it will be properly mapped and conveyed in the academic manuscript,” he said.

He said the West Java provincial government has so far not had a specific anti-LGBTQ perda. However, several regions already have such a regulation, including Bandung City.

“The province does not have one yet, but Bandung City does. Once the province has one, it is hoped that other regions will also have such a perda,” he said.
