West Java DPRD Prepares Anti-LGBTQ Bylaw, MUI West Java Ready to Issue Fatwa on 'Boti'

The West Java Regional House of Representatives (DPRD) is drafting and preparing a regional regulation (perda) against Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) individuals. A special committee (pansus) will be formed to discuss the draft regulation. Yomanius Untung, Chairman of Commission V of the West Java DPRD, stated that the draft anti-LGBTQ bylaw will be discussed by the Regional Regulation Formation Agency (Bapemperda) and a special committee will be established. He noted that the draft regulation is an initiative right of the DPRD. “The draft regulation is an initiative right of the DPRD, it is currently being processed in Bapemperda. Later it will be made into a pansus,” he said on Tuesday (14/7/2026). The West Java DPRD has also received an audience from Indonesian family activists who urged the establishment of an anti-LGBTQ bylaw, as they are concerned about the movement. Moreover, the central government has issued Presidential Regulation (Perpres) Number 111 of 2025 concerning the General Policy on State Defence 2025-2029. It states that threats to the state are divided into three categories: military, non-military, and hybrid threats, with LGBT included as a form of non-military threat. “Presidential Regulation number 111 is one of our references. It will be properly mapped out and conveyed in the academic paper,” he said. He mentioned that West Java Province currently does not have a specific anti-LGBTQ bylaw, although some regions, such as the city of Bandung, already have such a regulation. “At the provincial level there is none yet, the city of Bandung already has one. Once the province has it, it is hoped that other regions will also have the regulation,” he said.
