The West Java Provincial Legislative Council (DPRD) is promoting the idea of drafting a Regional Regulation (Raperda) that specifically addresses the issue of Lesbian, Gay, Bisexual, Transgender (LGBT) sexual orientations within the framework of family protection.

This Raperda will be an initiative of Commission V of the West Java DPRD and is targeted to be included in the 2026 Amendment to the Regional Regulation Formation Programme (Propemperda). The LGBT issue is one of the main focuses, alongside concerns about the negative impacts of the digital era.

Deputy Chair of Commission V of the West Java DPRD, Siti Muntamah, stated that the discussion of this Raperda is also a form of response to residents’ concerns. One of them, according to Siti, is the public’s anxiety conveyed in an official forum by the Indonesia Family Activists (Giga) some time ago.

This push was strengthened after Commission V received an audience from Giga Indonesia. In that meeting, the organisation assessed that the social conditions in West Java require regulatory intervention, particularly to protect families and children.

“The creation of the Raperda on family protection from deviant sexual behaviour or LGBT to the negative impacts of the digital era is a follow-up from the results of the audience with Giga Indonesia, which urged the establishment of such regulations due to anxiety over the current social conditions,” she said on Tuesday (5/5), quoted from detikJabar.

She stated that the need for this regulation is not only triggered by pressure from community groups but also because several regions in West Java have already had similar rules beforehand. Therefore, according to her, at the provincial level, a broader policy is also needed.

Chair of PCNU Cirebon Regency, KH Aziz Hakim Syaerozie, expressed regret over the video because it displayed LGBT practices openly. According to him, the incident is a societal illness that contradicts religious values and can tarnish Cirebon’s image as the City of Wali.

“On that basis, we condemn the initiators and facilitators of the LGBT party whose video has circulated widely,” Aziz said on Friday (23/1).

He emphasised that LGBT behaviour, according to Islamic sharia, contradicts the values of sanctity, honour, and human nature, and is haram. PCNU also urged law enforcement authorities to immediately follow up on the case.

Aziz added that law enforcement is important to ensure that the utilisation of certain communities for deviant interests is a clear violation of religious and social norms. His side also reminded parents to increase supervision of their children so as not to get involved in deviant associations.

Separately at that time, Cirebon City Police Chief AKBP Eko Iskandar confirmed that the incident in the viral video occurred in his jurisdiction. The police moved quickly to respond to public concerns after the indecent video circulated widely.

“Yes, we have seen it. There is indeed a viral video that violates decency committed by two people of the same sex in our jurisdiction, in the Cirebon City area. Currently, these two people have been secured for further investigation and examination,” Eko said.
