West Java DPRD Continues Deliberation on Two Priority Regional Regulations
The West Java Regional People’s Representative Council (DPRD) held a plenary meeting on Wednesday (24/6/2026) to hear the general views of factions on two strategic draft regional regulations (Ranperda). The two Ranperda under discussion are the Draft Regional Regulation on the Implementation of Environmental Protection and Management, and the Draft Regional Regulation on Amendments to West Java Provincial Regulation Number 5 of 2017 concerning Education Management.
Chairman of the West Java DPRD, Buky Wibawa, stated that the agenda was a continuation of a previous plenary meeting held on 9 June 2026. During that meeting, West Java Governor Dedi Mulyadi had delivered the governor’s introductory note regarding the proposal for the two Ranperda.
According to Buky, following the delivery of the governor’s introductory note, all factions within the West Java DPRD conducted discussions and in-depth analysis of the substance of the two Ranperda on 23 June 2026. The results of this analysis were then formulated into the factions’ general views presented during the plenary session.
“This is an important stage in the process of forming regional regulations. The factions provide views, input, and strategic notes on the substance of the proposed Ranperda,” said Buky.
He explained that based on an agreement in the West Java DPRD Consultative Body meeting, the general views at this plenary session were delivered directly by three factions. The other factions submitted their views in writing to the DPRD leadership.
The general view of the Democratic Party Faction was delivered by Ronny Hermawan. The Nasdem Party Faction was represented by Sri Wahyuni Utami, while the PAN Faction’s view was delivered by Budi Mahmud Saputra.
Through these general views, each faction expressed appreciation for the regional government’s initiative while also providing a number of inputs and recommendations to refine the substance of the two Ranperda. All faction views will serve as consideration in further deliberations before the regulations are enacted.
Buky added that the next stage is the delivery of the West Java Governor’s response to the factions’ general views, scheduled to take place in a plenary meeting on Thursday (25/6/2026).
In addition to discussing the two Ranperda, the plenary meeting also scheduled further deliberation on the Ranperda concerning the Formation of Regional Legal Products. Previously, at the 9 June 2026 plenary meeting, the West Java DPRD Regional Regulation Formation Agency (Bapemperda) had presented an explanation regarding this Ranperda.
In this agenda, the West Java Governor delivered an official opinion on the Ranperda on the Formation of Regional Legal Products as part of the legislative deliberation mechanism regulated in the DPRD’s rules of procedure. With the delivery of the governor’s opinion, the deliberation process will proceed to the stage of delivering the responses of the West Java DPRD factions, scheduled for 25 June 2026.
