West Java DPRD Commission II Stresses Regulatory Compliance in Forest Management
The West Java DPRD Commission II has emphasised the importance of regulatory compliance in resolving issues concerning forest area management. This emerged during a hearing (RDP) between Commission II, Koperasi Binamitra, Perum Perhutani, and PT Palawi.
Commission II member RK Dadan Suryanegara stated that problems arising in the field, including the potential for horizontal conflict within the community, need to be resolved through dialogue and deliberation. According to him, all parties need to sit together to find a way forward while still referring to the applicable provisions. In this way, the interests of the community can be accommodated without disregarding the rules governing forest area management.
“Actually, this just requires sitting down together. And secondly, it should be aligned with existing regulations,” Dadan said on Wednesday (26/8/2029).
Dadan assessed that there is still room to seek a joint solution. He mentioned that the mediation process that has been carried out shows there is an opportunity for the parties to resolve the matter constructively.
“Alhamdulillah, with the current mediation, it is still possible to sit together and still possible to make improvements,” he said.
During the RDP, Dadan continued, it was also revealed that the legality of Koperasi Binamitra was deemed not in accordance with the provisions. Therefore, he believes improvements are necessary so that all activities taking place in the field comply with regulations and their designated purposes.
“Just now, after the cooperative service opened the data, it turned out the cooperative had also violated the rules,” he said.
Nevertheless, Dadan believes the issue can still be resolved through a dialogue approach. According to him, the resulting solution must be able to accommodate the interests of all parties, or a win-win solution.
On the other hand, Dadan appreciated the explanations provided by Perum Perhutani and PT Palawi regarding forest area management. He assessed that both parties have demonstrated responsibility in maintaining the forest area by referring to applicable regulations.
“I see that what was conveyed earlier is in accordance with existing regulations. This means that Perhutani and PT Palawi have a sense of responsibility towards the forest itself,” Dadan said.
However, he reminded of the importance of strengthening public outreach. According to Dadan, the rules regarding forest area management need to be conveyed openly so that the community understands the applicable provisions and misunderstandings do not occur in the field.
“So it just remains to socialise the existing regulations to the community,” he said.
Dadan hopes that the results of the RDP can serve as a foundation for all parties to resolve the issue peacefully and proportionally.
