Commission I of the West Java DPRD is pushing for the accelerated completion of asset legality for PT Agronesia to ensure legal certainty and prevent future problems. This step is considered crucial to support the more optimal business development of the Regional-Owned Enterprise (BUMD).

Commission I member Sidkon Djampi stated that the council conducted a direct inspection of PT Agronesia’s land on Jalan Raya Tangkuban Parahu, West Bandung Regency, on Tuesday (23/6/2026). The working visit was part of the DPRD’s oversight function regarding BUMD asset management. According to Sidkon, Commission I initially received information about alleged asset issues at the location. However, after checking directly, it was discovered that the land in question was an asset acquired independently by PT Agronesia and not an asset belonging to the West Java Provincial Government.

“We wanted to ascertain the crux of the matter. After seeing the field conditions firsthand, it turns out this asset was acquired by PT Agronesia itself, not a West Java Provincial Government asset,” said Sidkon. Nevertheless, Commission I found land administration issues that need to be resolved immediately. Of the approximately 20 land parcels purchased by the company, most are known to lack a Sale and Purchase Deed (AJB).

According to Sidkon, this condition could potentially lead to legal disputes in the future if any party, including heirs of the previous owners, files a claim over the land. “Our concern is the legality of the assets. The land has indeed been purchased, but it does not yet have an AJB. If a lawsuit arises from heirs or other parties in the future, it could certainly become a problem. Therefore, it must be resolved immediately,” he stated.

Following these findings, Commission I of the West Java DPRD has requested the BUMD Bureau, as the supervisor of BUMDs, to promptly formulate concrete steps to resolve the asset legality. The DPRD has even set a one-month deadline for a clear resolution scheme to be available, at least for the process of issuing AJBs for the lands purchased by PT Agronesia.

Additionally, Commission I highlighted the absence of a specific budget allocation for managing asset legality. Legal certainty over assets is considered a crucial foundation for the sustainability and business development of the regional company. Sidkon emphasised that the completion of land administration must not be delayed, as it concerns the protection of company assets and safeguarding the investment value already expended. With complete legality, PT Agronesia is expected to focus more on business expansion and make a greater contribution to the economy of West Java. “Do not let assets that have already been purchased and managed cause problems in the future simply because the administrative aspects are incomplete. This must be resolved immediately,” he said.
