West Java DPRD Appreciates Policy Allowing Vehicle Tax Payments Without Original Owner's ID
A member of Commission I of the West Java DPRD, Pradi Supriatna, has expressed appreciation for the West Java Provincial Government’s initiative to facilitate vehicle tax payments. This responds to Circular Letter No. 47/KU.03.02/BAPENDA, which now allows the public to pay annual Motor Vehicle Tax (PKB) without attaching the original ID of the first owner.
Pradi views this policy as a long-awaited stimulus for the public. According to him, removing the requirement for the previous owner’s ID will greatly assist residents who own second-hand vehicles but have not yet completed the name transfer process.
“By cutting this administrative requirement, the public will be even more enthusiastic about fulfilling their vehicle tax obligations,” said Pradi on Monday afternoon (6/4/2026).
The politician from Depok emphasised that this facilitation is not merely administrative simplification but a strategy to boost Regional Original Revenue (PAD). With a more streamlined procedure, Pradi is optimistic that tax compliance rates in West Java will increase significantly.
He also stressed that increased public compliance in paying taxes will directly impact the acceleration of development in West Java.
“When the public dutifully pays taxes, development in West Java will become even more exceptional. Tax revenues return to the people in the form of infrastructure, public services, and welfare programmes,” said Pradi.
However, Pradi provided a note that this policy should be implemented uniformly across all of West Java. He highlighted coordination challenges in the capital’s supporting regions (Bodebek), which administratively fall under different police jurisdictions.
“The West Java Provincial Government must ensure this coordination runs down to the technical level in the field, both in the jurisdiction of the West Java Police and the Metro Jaya Police. Given that part of western West Java falls under the Metro Jaya jurisdiction, this synchronisation is absolutely necessary to avoid obstacles at Samsat counters,” he said.
Pradi revealed that the West Java Provincial Government is currently coordinating with the Metro Jaya Police regarding the implementation of the circular to ensure it runs uniformly in practice.
“The information is that the West Java Provincial Government is coordinating with the Metro Jaya Police on the implementation of this policy, so that the public does not face obstacles when paying vehicle taxes,” he stated.
This synchronisation step, according to Pradi, is deemed very crucial for residents in Depok, Bekasi, and parts of Bogor. Pradi also urged the West Java Bapenda to proactively conduct massive socialisation together with the traffic directorates from both police forces to ensure the policy runs optimally in the field.
