Jakarta - The West Jakarta Municipal Government through its Environmental Service Sub-Office (Suku Dinas Lingkungan Hidup) is overseeing the environmental licensing and environmental approval process for the funeral home and crematorium project operated by Yayasan Swarga Abadi (Swarga Abadi Foundation) on Jalan Utan Jati, Kalideres.

Achmad Hariadi, Head of West Jakarta’s Environmental Service Sub-Office, confirmed that the project has not yet obtained the necessary environmental licence or approval.

“Environmental approval begins with the preparation of environmental documentation. Currently, the environmental documentation is being prepared by Yayasan Swarga Abadi,” said Hariadi when contacted by Antara news agency in Jakarta on Friday.

In accordance with Government Regulation No. 22 of 2021, this documentation serves as the basis for environmental approval and permitting, including Environmental Management and Monitoring Efforts (UKL-UPL) and Environmental Impact Analysis (AMDAL).

“The foundation is being asked to submit a request for guidance on environmental documentation screening. What is currently being processed is the request for guidance on technical approval (Pertek) for wastewater management and technical details (Rintek) for hazardous waste (B3) management,” he explained.

Once the environmental documentation is complete, the Integrated One-Stop Service (Pelayanan Terpadu Satu Pintu - PTSP) will conduct verification using recommendations from West Jakarta’s Environmental Service Sub-Office to issue environmental approval.

“Then the PTSP will invite residents and stakeholders to gather input on the prepared documentation. So indeed, no construction activity will take place before environmental approval is issued,” Hariadi emphasised.

The funeral home and crematorium project, which has faced local opposition in Utan Jati, Kalideres, West Jakarta, has not yet obtained the required Environmental Impact Analysis (AMDAL). The completion of environmental licensing requirements was previously agreed upon by the developer, Yayasan Rumah Swarga Abadi, on 27 January 2026, but has not yet been secured.

West Jakarta Mayor Iin Mutmainnah stated that environmental licensing requirements and other permits should be expeditiously processed after the Building Permit (Persetujuan Bangunan Gedung - PBG) is issued.

“We are committed to not commencing any construction activity at the project location before the entire environmental licensing process is completed and the environmental licence is officially issued by the competent authority,” said Iin following mediation between the developer and Kalideres residents on Thursday (26 February).

With the developer having not yet issued environmental approval in the form of AMDAL, according to Iin, the project has been temporarily halted.

“So the outcome of this meeting is that the entire process is postponed until all licensing procedures are completed in accordance with regulations. That is the result of the meeting,” she said.
