West Jakarta Immigration Finds ITAS Holder's Address Mismatch
The Class I Special Non-TPI Immigration Office of West Jakarta conducted a joint operation with the Foreigner Supervision Team (TIMPORA) at a lodging establishment. Officers found a discrepancy in the residential address of a Nigerian national with the initials UOK, who is also a holder of an investment-based Limited Stay Permit (ITAS).
During the operation, officers carried out document checks, interviews, and in-depth examinations of several foreigners and a refugee. They discovered that UOK, an ITAS Investment holder, was at an address different from the one stated in his residence permit documents, said Rakha Sukma Purnama, Head of the Class I Special Non-TPI Immigration Office of West Jakarta, in a written statement on Wednesday (26/8/2026).
For context, an investor ITAS holder is a foreign national who invests in Indonesia and establishes or owns shares in a foreign investment company (PT PMA). Officers found that UOK’s residential address differed from the address listed in his residence permit documents.
Officers issued a Passport Receipt Letter (STP) and requested UOK to appear at the West Jakarta Immigration Office to provide further information, including an in-depth examination of his residential address and the suitability of the investment activities that formed the basis for granting the ITAS with his activities in Indonesia.
Field findings serve as material for further investigation to ensure that the presence and activities of foreigners are in accordance with their immigration documents. Every piece of information and finding will be followed up according to our authority and applicable regulations, said Yoga Kharisma Suhud, Head of the Intelligence and Immigration Enforcement Division of the Class I Special Non-TPI Immigration Office of West Jakarta.
This joint operation was conducted as a follow-up to strengthening inter-agency synergy in foreigner supervision through the TIMPORA Coordination Meeting on Monday (24/8) at the Mercure Jakarta Batavia Hotel, West Jakarta. The activity carried the theme ‘Strengthening TIMPORA Synergy in Foreigner Supervision and Prevention of Stay Permit Misuse in the West Jakarta Area’.
The coordination meeting was attended by various relevant stakeholders, with discussions including potential immigration issues such as stay permit misuse and overstay, activities not in accordance with stay permits, and the importance of TIMPORA members’ role in conveying information regarding the presence and activities of foreigners.
The meeting emphasised optimising the use of immigration data, including the Foreigner Reporting Application (APOA), as a source of information to support early detection. Additionally, the West Jakarta Immigration Office encouraged strengthening the Immigration Assisted Village Programme through the role of Village Immigration Supervisory Officers (PIMPASA) who coordinate with sub-district heads, village heads, and neighbourhood and community unit heads to obtain information regarding the presence and activities of foreigners in the community.
TIMPORA synergy is an important part of building an effective foreigner supervision system. Information from various agencies becomes a strength in conducting early detection so that every potential violation can be immediately identified and followed up according to regulations, said Pamuji Raharja, Head of the Regional Office of the Directorate General of Immigration for the Special Capital Region of Jakarta.
We must ensure that the presence, activities, residential address, and purpose of foreigners in Indonesia are in accordance with the permits granted. Inter-agency collaboration must continue to be strengthened, he added.
