JAKARTA, KOMPAS.com - The enactment of the Domestic Workers Protection Law (UU PPRT) has received full support from official placement agencies.

One such endorsement comes from the Mutiara Bunda Foundation, a domestic worker placement company (P3RT) that has been operating since 1997 in the Kebon Jeruk area of West Jakarta.

The foundation’s representatives stated that they have no objections to the various strict regulations now imposed on placement agencies and employers. This is because they have been applying these standards far before the law was passed.

“We strongly agree and fully support it, and if you ask about any difficulties, we don’t have any, because all our workers have already followed what is contained in the law, actually long before this UU existed,” said Russell when met by Kompas.com at the foundation on Friday (24/4/2026).

As a foundation certified by the Ministry of Manpower (Kemenaker) and the Ministry of Basic and Secondary Education (Kemendikdasmen), Russell mentioned that his foundation has placed around 9,000 female workers across Indonesia.

The majority of the workers placed are babysitters, housekeepers, and caregivers for elderly individuals who need companionship.

Regarding the age limit of at least 18 years stipulated in the UU PPRT, Russell assured that his foundation has strictly adhered to this for a long time.

In fact, the minimum age limit applied by the foundation is higher than the law’s minimum requirement.

“For our foundation, because we already follow government regulations, we do not accept anyone under 19 years old. So we are indeed compliant, as all our babysitters are entered into the system,” he said.

“They themselves have proactively obtained BPJS, so there is indeed education on protection for this profession,” he added.

Russell also revealed that his foundation offers varied wages for the domestic workers placed, ranging from Rp 3 million to Rp 6 million, depending on experience and the workload at the placement home.

Russell emphasised that his side always guarantees the quality of the workers placed because they undergo a lengthy process, from profile checks, training, to periodic health checks.

“We even conduct surveys and meet their families to ensure they are truly permitted and serious about working. When they are placed, they usually undergo a health check to ensure they are not ill,” Russell explained.
