West Bandung Regent Threatens to Dismiss Employees Colluding with Agents Handling Population Administration in KBB
West Bandung Regent Jeje Ritchie Ismail has threatened to dismiss any rogue employees from the Population and Civil Registry Office (Disdukcapil) in West Bandung Regency (KBB), West Java, if they are found colluding with agents in handling population administration. This comes after Jeje discovered agents still lingering around, offering services for population administration at the KBB Public Service Office (MPP). For instance, Siti Bariah (25), a resident of Cibitung Village, Rongga Subdistrict, was rejected by officials claiming services had closed when she tried to process a birth certificate, ultimately completing it through an agent.
“I will not hesitate to take firm action if insiders are found colluding with outsiders or agents. I emphasise that they can be dishonourably dismissed; that is the punishment,” said Jeje when contacted on Thursday (30/4/2026).
Jeje expressed anger over the agents still prowling and offering services for population administration needs. He plans to investigate suspicions of insider involvement with these agents.
“I want to ask how they (the agents) have access inside; if caught, there will definitely be punishment,” Jeje stressed.
His side will also evaluate population administration services to make them easier for West Bandung residents. Jeje reiterated that all population administration services are free of charge, urging the public not to be tempted by agents.
“Of course, we are conducting an evaluation because agent practices still exist at this MPP. Public services that should facilitate the public are now complicating things,” said Jeje.
Previously, Siti Bariah (25), a resident of Cibitung Village, Rongga Subdistrict, recounted her unpleasant experience when processing her child’s birth certificate and Child Identity Card (KIA) on Monday (27/4/2026). She travelled two hours from home to handle the population administration.
“I came from Cibitung, Rongga, to process population administration for a birth certificate and KIA. I arrived at 09:00 WIB, after a two-hour journey, but missed the morning queue and was asked to wait until afternoon,” Siti told reporters.
After waiting for hours, Siti finally got queue number 0125. However, when her turn came, her documents were rejected by the official, citing that the system was closed due to the daily service quota being full.
“When it was my turn, they said the system was closed because the quota was full. Even though I had waited a long time,” Siti said.
Not long after, Siti was approached by a man offering quick document processing services. The man, suspected to be an agent exploiting the limited service situation, asked for Rp200,000 to complete it.
“Soon after, a man offered services for the birth certificate. He said he could help even though the system was closed. But I had to pay Rp200,000; in the end, I paid Rp160,000,” she said.
