Welcoming the 81st Independence Day, Kupang City Strengthens Human Development
Ahead of the 81st anniversary of the Republic of Indonesia’s independence, the Kupang municipal government in East Nusa Tenggara is placing human development as one of the main foundations of regional development. For Mayor Dr Christian Widodo, a city’s progress cannot be measured solely by the infrastructure it builds, but by the quality of its people and the character of the community that grows within it.
This view aligns with the official theme of Indonesia’s 81st Independence Day in 2026, “A Sovereign, Just, and Prosperous Indonesia”, which the Kupang municipal government is realising through quality human development that is healthy, character-driven, and provides equal opportunities for growth.
“Building a city is not just about building its physical form, not just about building its infrastructure, but we must also build its people,” Dr Christian asserted.
He believes that an advanced city is marked not only by modern buildings and facilities, but also by a community that respects one another, cares, works together in mutual cooperation, and has access to good education and healthcare.
For this reason, the Kupang municipal government is strengthening human resource development through a number of approaches, ranging from education and literacy, character building and child protection, to improving the professionalism of government officials.
These efforts target various groups, from children and the younger generation to civil servants who play an important role in ensuring public services continue to improve.
Strengthening the character of the younger generation is one area of focus through the Kupang City PKK Driving Team Roadshow, which targets a number of schools.
In front of students, Christian emphasised the importance of having the courage to protect oneself from sexual violence through a simple message: “refuse, run, and tell.” He also reminded them of the importance of maintaining mental health and holding on to their aspirations. “It is not about a big dream, it’s about how you keep that big dream when you grow old,” he said.
This approach demonstrates that education in Kupang is directed not only at academic ability, but also at character formation, the courage to make decisions, and the ability of children to protect and develop themselves.
Efforts to build a generation of Kupang residents with strong character are also running in parallel with strengthening literacy and equalising learning opportunities for every child.
This commitment was reinforced by Deputy Mayor Serena Cosgrova Francis through strengthening literacy and child protection. When receiving a visit from Australian Ambassador to Indonesia Rod Brazier at UPTD SDN Palsatu, Serena stressed that no child should be left behind due to limited access and learning opportunities.
“Every child has potential that we must nurture and develop together,” she said. In addition to literacy, the Kupang municipal government is beginning to introduce a self-defence programme for students as part of efforts to equip children to face bullying and violence.
Investment in human development is also directed at government officials as an important part of improving the quality of public services.
The Kupang municipal government received the Adhi Manawa Nugraha Utama award from the National Civil Service Agency (BKN) for its success in building professional, merit-based civil service management oriented towards career development. Kupang is the only region in East Nusa Tenggara to receive this award.
Dr Christian believes that civil servant career development is part of building the quality of public services. Officials who have room to grow, work within a clear system, and are rewarded based on performance will be better prepared to provide the best service to the public.
“When civil servants have the opportunity to develop, work within a clear system, and receive proper recognition for their performance, they will be able to provide the best service to the community,” he said.
This principle is in line with the leadership philosophy of the Kupang municipal government: To Govern is To Serve.
For Dr Christian, the momentum of Indonesia’s 81st Independence Day is an opportunity to reaffirm that regional development must produce people who are able to fill independence with meaning, not merely a city with ever more infrastructure.
“Roads and buildings are only facilities. It is people who determine whether a city truly moves forward,” he asserted.
This spirit is part of the direction of Kupang’s development: presenting a protected and character-driven generation, a community with opportunities to grow, and professional, service-oriented officials.
For Kupang, independence is not only about what is built today, but about what kind of people are being prepared to safeguard the future of the city and Indonesia.
