Splitting a land certificate is a process experienced by some individuals who wish to divide their land plot. So, what are the requirements and costs for the certificate splitting process?
Director of Land and Spatial Registration Regulation, PPAT and Work Partners, Ministry of ATR/BPN, Ana Anida, stated that the procedure for splitting land certificates is regulated in Article 48 of Government Regulation No. 24 of 1997 on Land Registration. This includes service fees for splitting certificates.

Land Certificate Splitting Costs
The costs for splitting land certificates are regulated in Government Regulation No. 128 of 2015 on Types and Rates of Non-Tax State Revenue Applicable to the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency.
The estimated costs for splitting certificates can be viewed through a simulation on the Sentuh Tanahku application. The costs can vary for each person because the splitting costs depend on the area and location of the land.
Here are the components of land certificate splitting costs:
- Measurement Costs
- Land Area Up to 10 Hectares
Tu = (L/500 x HSBKu) + Rp100,000
- Land Area More than 10 Hectares up to 1,000 Hectares
Tu = (L/4,000 x HSBKu) + Rp14,000,000
- Land Area More than 1,000 Hectares
Tu = (L/10,000 x HSBKu) + Rp134,000,000

L: Requested land area in square metres
HSBKu: Special Unit Cost Price for measurement activities applicable for the relevant year, for material and honourarium expenditure components related to the output of the activity. HSBKu is regulated in Minister of Finance Regulation No. 51 of 2012, divided into two categories: agricultural HSBKu and non-agricultural HSBKu per province.
- Certificate Splitting Registration Service Costs
The service fee for certificate splitting registration is Rp50,000 per land plot.
- Surveyor Officer Costs
Applicants also bear the costs for transportation, accommodation, and meals for the measurement officers who go to the field.
Simulation of Land Certificate Splitting Costs Calculation
For example, Mr A owns a 300 square metre plot of land in West Java and wants to split the certificate into two land plots. Here is a simulation of calculating the splitting costs based on the calculator on the Land Office website.
Total cost = Rp420,000 with details:
Measurement = Rp320,000
Registration = Rp100,000
The estimated cost for Mr A’s land certificate splitting at the Land Office is Rp420,000. This cost does not include transportation, accommodation, and meals for the measurement officers in the field.
Requirements for Splitting Land Certificates
In addition to preparing funds, there are several requirements that must be met by the applicant. Here are the requirements for splitting land certificates based on the Attachment to the Regulation of the Head of the National Land Agency No. 1 of 2010 on Land Service Standards and Management.
Requirements for Splitting Individual Land Plots
Completed and signed application form by the applicant or their proxy on sufficient stamp duty
Power of attorney if delegated
Photocopy of applicant’s identity (ID card, family card) and proxy if delegated, which has been matched with the original by the counter officer
Original certificate
Land Use Change Permit, if there is a change in land use
Attach proof of SSP/Income Tax in accordance with the provisions
Plot layout from the Land Office
Requirements for Splitting Legal Entity Land Plots
Completed and signed application form by the applicant or their proxy on sufficient stamp duty

Photocopy of identity (ID card) of the applicant and proxy if delegated, which has been matched with the original by the counter officer
