JAKARTA - The Systematic Complete Land Registration (PTSL) programme, which has been running since 2017, has registered land on a massive scale across Indonesia. By April 2026, a total of 126.55 million land parcels have been registered through this programme. The programme, implemented by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), is applied nationally but has different preparation cost standards in each region. “The amount of costs required for PTSL preparation is based on the Joint Decree of 3 Ministers (SKB), divided into five regional categories. The costs range from Rp150,000 to Rp450,000,” said the Head of Public Relations and Protocol Bureau of the Ministry of ATR/BPN, Shamy Ardian, quoted from the ministry’s official website on Saturday (18/4/2026). These preparation costs cover document preparation activities, procurement of boundary markers and stamps, as well as operations of village or sub-district officials. However, the cost amounts do not include the making of deeds, Acquisition Duty on Land and Building Rights (BPHTB), or Income Tax (PPh). “If there are collections exceeding the standards of the 3 Ministers’ SKB without a valid legal basis, they can be categorised as illegal levies,” Shamy explained.
