Volunteers or extorters?

During the ongoing floods, which have caused many people great
misfortune, there are some people or institutions that have had
the heart to take advantage of such a situation. Take for example
the "volunteers" who direct the traffic so that vehicles don't
get trapped in potholes or drive through deep patches of water.

These "volunteers" have worsened congestion by standing in the
middle of the roads sometimes directing vehicles intentionally
toward even more congested routes. And then they have the bottle
to ask for money from drivers! From recent experience, they
refused to receive Rp 1,000 and, in a threatening tone, demanded
Rp 5,000 or even Rp 10,000.
