Viva Apotek Partners with Highway Hub to Develop Retail Network on Indian Toll Roads
Viva Apotek and Highway Hub Amenity Private Limited (Highway Hub) signed a memorandum of understanding (MoU) on 11 March 2026 to explore a strategic partnership focused on the development and operation of integrated retail formats along the toll road network and rest facilities in India.
This initiative is designed as an expansion for Viva Apotek and accommodates opportunities arising from the high demand for modern retail services and healthcare access in India’s transforming infrastructure sector.
India is experiencing fivefold infrastructure growth, with the Indian Government allocating funds of 20 trillion rupees, equivalent to Rp3,800 trillion or 3.8 quadrillion rupiah, for the construction of 20,000 km of new access-controlled toll roads by 2030. This high-speed toll road network is projected to grow from 4,500 km in 2025 to 21,500 km in 2033, a fivefold capacity increase that opens up untapped opportunities in the non-fuel economic sector.
From these opportunities, the expansion strategy to be pursued by both parties involves developing way-side amenities (rest facilities) with 500 outlets over the next five years. The outlet construction will be carried out in three phases to build a retail platform that integrates minimarket (convenience store) services, coffee retail, pharmacy services, and healthcare, primarily located at petrol stations along India’s major toll road network.
“Joining the Highway Hub ecosystem is a highly measured expansion step for Viva Apotek. With a target of developing 500 outlets over the next five years, we are securing a strategic position amid India’s infrastructure explosion. This synergy allows us to optimise the potential of the rapidly growing non-fuel highway economy, which is expanding fivefold,” said Viva Apotek’s President Director, Ni Ketut Sukartiwi, after signing the MoU.
Highway Hub India is a business line of Pragati Group, one of India’s largest logistics and warehousing infrastructure developers. Highway Hub is a leading developer and operator of way-side amenities (rest facilities) in India, which has partnered with renowned global F&B partners such as KFC and Pizza Hut.
Through this collaboration, Highway Hub will leverage its location development platform, relationships with fuel station operators, and real estate integration capabilities to support the network’s location development.
On the other hand, Viva Apotek will bring its retail brand, operational systems, store standard operating procedures (SOPs), and expertise in pharmacy retail management, which will form the foundation for operating the retail network.
The retail format developed in this strategic partnership is planned to operate under the Viva Apotek brand, with customer experience standards, technology systems, and operational processes developed by Viva Apotek.
This strategic partnership marks Viva Apotek’s initial step towards becoming a global pharmacy retailer. The combination of each party’s strengths in strategic location development, infrastructure integration, and modern retail operations is expected to open long-term growth opportunities in the mobility retail and healthcare retail sectors in India.
