The West Java Provincial Legislative Council (DPRD) received a working visit from a delegation of the People’s Republic of China’s Congress in Bandung on Tuesday (12/5/2026). The meeting discussed budget oversight, local government governance, and opportunities for strategic cooperation between West Java and several regions in China.

West Java DPRD Chairman, Buky Wibawa Karya Guna, stated that the visit serves as a crucial momentum to strengthen productive bilateral relations that provide tangible benefits for both parties.

“From the DPRD’s institutional perspective, this relationship is highly relevant to supporting the strengthening of local government governance capacity, particularly in carrying out budgeting functions,” said Buky on Tuesday (12/5/26).

According to him, West Java DPRD views the importance of spaces for learning and international experience exchange, including with the Government of the People’s Republic of China, which is considered to have extensive experience in technology-based development, industrialisation, and modern urban governance.

Buky explained that the West Java Provincial Government has previously established various cooperations with several regions in China, such as Heilongjiang Province, Guangxi Zhuang, Chongqing, and Sichuan. The forms of cooperation include sister province relations, industrial investment, education, trade, and technology exchange.

He assessed that these various cooperations have had a positive impact on development in West Java. Inter-country relations, he said, are not limited to formal diplomacy but also serve as a means for knowledge transfer, policy innovation, and institutional capacity enhancement.

“Therefore, we encourage the West Java Provincial Government to cooperate with any country as long as it is for mutual benefit,” he said.

In the meeting, West Java DPRD also highlighted several strategic areas deemed potential to be strengthened through international collaboration. These include strengthening local budget management, infrastructure development, knowledge transfer for industries and SMEs, smart city development, digital governance, human resource strengthening, and environmental technology and green economy cooperation.

Buky hopes that the visit not only tightens institutional relations but also gives birth to concrete cooperation programmes that directly impact the community.

“We believe that strong cooperative relations must be based on principles of equality, mutual respect, and mutual benefit,” he said.

Meanwhile, Chairman of Commission IV of the West Java DPRD, Rizaldy Danar Priambodo, explained the strategic role of DPRD in the Regional Revenue and Expenditure Budget (APBD) cycle.

According to Rizaldy, in the KUA-PPAS planning phase, DPRD carries out legislative functions to ensure alignment of regulations and regional development vision. Whereas in the discussion stage of the Regional Budget Draft Regulation (Raperda APBD), DPRD formulates the final draft of budget policy.

He added that DPRD’s budgeting function in the planning stage is carried out to sharpen programme priorities and lock in budget ceilings. Meanwhile, in the Raperda APBD discussion, DPRD conducts in-depth analysis of budget allocation details for each regional apparatus.

As for DPRD’s oversight function, he continued, it is carried out in the post-approval APBD stage by monitoring budget absorption and the quality of project implementation in the field.

“The oversight and evaluation function at the end is not merely a legal stamp, but a political commitment that every rupiah approved has clear performance indicators,” said Rizaldy.
