Viral 'Pak Haji Gocap' Causes PPKS to Gather, South Jakarta Social Agency Takes Action

Video footage showing ‘Pak Haji Gocap’ distributing money has caused social welfare service recipients (PPKS) to gather in the Fatmawati area of South Jakarta. In response to the phenomenon, the South Jakarta Social Agency (Dinsos) will take action.

In the circulating video, a white Toyota Innova with registration number B-2389-SF moves slowly from the ITC Fatmawati area towards Jalan Raya RS Fatmawati up to Blok A, Kebayoran Baru. From inside the car, a person is seen reaching out and handing money to people who have been waiting on the roadside.

As the car approaches, they stand and receive Rp50,000 notes from inside the vehicle. South Jakarta Social Agency officers were even seen tailing the car.

The ‘Pak Haji Gocap’ phenomenon has drawn the attention of the South Jakarta Social Agency, which will conduct a sweep operation.

“It is true that our officers found activity in which the so-called Haji Gocap was again distributing money in the ITC Fatmawati area,” said Yan Ventansyah, Head of the Social Protection, Security and Rehabilitation Section of the South Jakarta Social Agency, as reported by Antara on Wednesday (26/8/2026).

According to him, the money distribution activity triggers PPKS to gather on the roadside at night. They visit a number of points regularly passed by ‘Pak Haji Gocap’ in the hope of receiving money.

Yan said his office is coordinating with the Civil Service Police Unit (Satpol PP) to conduct outreach operations and enforcement against PPKS found on the streets, including scavengers and beggars.

“We are coordinating with Satpol PP to conduct outreach and enforcement,” he said.

On the other hand, Yan continued, Satpol PP will take enforcement action against those who give money on the street as part of efforts to enforce regulations on public order.

“The Social Agency conducts outreach to PPKS scavengers and beggars, while Satpol PP takes enforcement action against the money giver as enforcement of public order regulations,” he said.
