Jakarta, CNBC Indonesia — The Financial Services Authority (OJK) has summoned the online lending provider (pinjol) PT Indosaku Digital Teknologi (Indosaku) and the Indonesian Joint Funding Fintech Association (AFPI) regarding allegations of violations in the debt collection process by rogue debt collectors in Semarang. The summons took place on Monday (27/4/2026).

In the meeting, OJK requested explanations and clarifications from Indosaku and AFPI regarding the circulating information on the alleged involvement of the company with the actions of the individuals concerned.

As a follow-up to the meeting, OJK will conduct a special examination of Indosaku and impose sanctions if violations are proven in the collection process/mechanism, and has asked AFPI along with the Ethics Committee to conduct an in-depth investigation and impose blacklist sanctions on the third-party debt collection service providers involved in the incident.

Additionally, OJK has requested Indosaku to conduct a comprehensive evaluation of the collection process carried out, including an evaluation of cooperation with third-party collection service companies, to ensure that all collection activities are carried out professionally, ethically, and in compliance with applicable laws and regulations.

OJK emphasises that all financial services business actors are responsible for the actions of third parties appointed to carry out collections. Debt collection practices must be conducted professionally, ethically, and in accordance with applicable provisions.

OJK also firmly rejects all forms of debt collection practices that violate ethics, law, and consumer protection provisions, following the incident involving rogue debt collectors who allegedly committed violations and caused public unrest in Semarang City. OJK prohibits all forms of collection that are intimidating, contain threats, humiliating, degrading dignity, or other actions contrary to the law.

These provisions are regulated, among others, in OJK Regulation Number 22 of 2023 on Consumer and Public Protection in the Financial Services Sector, which requires financial services business actors to ensure that the collection process is carried out with consumer protection principles and does not cause adverse social impacts.

OJK will continue to coordinate with relevant agencies to ensure that the handling of the case is carried out firmly, transparently, and provides a deterrent effect. If violations of provisions are found in the special examination process, OJK will take compliance enforcement measures in accordance with applicable laws and regulations, including the imposition of administrative sanctions and other supervisory actions.

Previously, rogue debt collectors in Semarang became widely discussed for making fake fire brigade calls to the debtor’s location. This was done as an attempt to terrorise the debtor.
