Viral Case: Bogor Satpol PP Member's Appointment Letter Pawned by Superior to Bank, Leading to Defaulted Instalments
A member of Bogor City’s Satpol PP has claimed that their appointment decree (SK) was pawned by their superior to a bank, leading to overdue instalments. As a result, the victim’s monthly allowance has been deducted by the bank to pay off the seven months of defaulted payments.
In a viral video on Monday (13/4/2026), a man wearing a Satpol PP uniform from Bogor City claimed he has never received his monthly allowance. The allowance was allegedly used for office needs.
“We, members of the Civil Service Police Unit of Bogor City, feel wronged because our allowance money is being used by office personnel to meet office needs. Meanwhile, we have to pay that money every month,” the man said in the video viewed by detikcom.
“And Alhamdulillah, every month we Satpol PP members of Bogor City have never received the allowance; it’s even been overdue for seven months. The money is used for office needs by our leadership,” he continued.
Contacted separately, Acting Head of Satpol PP City, Pupung W Purnama, confirmed the incident. According to him, the SK of a Satpol PP member of Bogor City was pawned by a civil servant with initials I, under an agreement that it would be repaid monthly.
“Yes, so this I used the member’s name to borrow money from the bank, using the member’s SK, but this was with the member’s knowledge under an agreement that I would pay the instalments,” Pupung told reporters.
“(I’s position) is Head of Finance and Reporting Subsection at Satpol PP Bogor City,” he added.
Pupung is still investigating the amount of the loan that I took by pawning the member’s SK. However, in the process, it turned out that I was unable to pay the loan instalments, so the victim’s Employee Income Supplement (TPP) was automatically deducted by the bank.
“Then it turned out to be in default, and because it’s in default, the responsibility for the instalments is attached to the SK owner, right? (The impact) The TPP is deducted every month, yes, the allowance, the civil servant’s TPP is deducted; every civil servant gets TPP,” Pupung said.
“So their income allowance is deducted to pay the instalment obligation every month, which should have been paid by I,” he continued.
Pupung mentioned that a meeting once took place between the rogue I and the victims, agreeing that the instalments would be settled by the end of December 2025. However, that agreement has not been fulfilled to this day.
“At that time, it was agreed that settlement would be made at the end of December 2025. But it hasn’t been settled until now,” he concluded.
