The Bali Regional Office of the Ministry of Law (Kanwil Kemenkum) held a legal study session for village paralegals to strengthen legal aid post (Posbankum) services in providing access to justice for communities. One key legal issue requiring attention is inheritance disputes, which frequently result in lawsuits.

The activity held on Wednesday (11 March 2026) was a follow-up to previous paralegal training conducted during the official opening of Posbankum on 12 December 2025.

The session was held at the Eldhira Lawfirm office on Jalan Trijata I, Denpasar. Mustiqo Vitra Ardhiansyah, head of the Legislation and Legal Development Division at the Bali Regional Office of the Ministry of Law and Human Rights, stated the activity was organised because paralegals still require deeper knowledge of legal substances to address various issues that arise in communities.

“Following the previous training, we observed that paralegals still need broader substantive legal knowledge. Communities frequently present matters such as inheritance, lawsuits and other legal issues,” he said.

During the session, participants received materials concerning simple lawsuits and inheritance law relating to customary practices.

Mustiqo explained that Posbankum plays a crucial role as the initial gateway for legal services in communities. At least four primary services are available at Posbankum.

First, legal consultation and information. Second, legal aid. Third, assistance outside court proceedings. Fourth, referrals to advocates.

Through these services, Posbankum is expected to help communities understand the appropriate channels for legal resolution before matters develop into larger disputes.

“Posbankum operates on a preventative basis. If legal matters can be resolved through consultation or non-litigation channels, that is certainly preferable. However, if resolution is not possible, communities can be directed towards litigation proceedings in court,” said Mustiqo.

Additionally, Posbankum serves as a channel for low-income communities to obtain free legal assistance through legal aid organisations accredited by the Ministry of Law.

According to Mustiqo, the existence of Posbankum is important as it becomes an information centre or hub for communities requiring access to justice.

“There, communities can learn legal procedures, where to lodge complaints, and how to obtain free legal assistance,” he said.

The legal study session was attended by approximately 150 participants online and around 10 participants in person at the venue.

The programme also forms part of efforts to strengthen collaboration between law enforcement agencies in providing access to justice, including with the Attorney General’s Office of the Republic of Indonesia and the National Police of the Republic of Indonesia.

Mustiqo hopes similar activities can continue so that village paralegals develop adequate legal understanding in serving communities.

“The hope is that this approach can continue so that paralegals can acquire knowledge directly from law enforcement officials, which has been rarely available to them until now,” he said.
