This SOE was created to strengthen governance of export of strategic natural resources and to eradicate transfer pricing practices and under-invoicing or fraud in the export of main natural resources such as coal, palm oil (CPO) and ferro alloy (iron alloy). Regarding the Devisa Hasil Ekspor (DHE) SDA policy, which requires the proceeds to be deposited into Bank Himbara, the aim is to ensure that the foreign exchange inflows stay within the country so as to bolster foreign exchange reserves and strengthen the exchange rate, thereby reducing concerns about Rupiah depreciation. With regard to the economy, growth of 5.61% as reflected in household consumption data, together with government spending, the APBN deficit is kept below 3%.
