Video: Nixon Napitupulu and BTN's Strategy to Realise 3 Million Affordable Homes
Jakarta, CNBC Indonesia — The government continues to drive strategic measures to accelerate the Three Million Homes Programme in order to provide decent housing, address the housing backlog, and spur the national economy.
Bank BTN, a state-owned bank focused primarily on housing loans or mortgages (Kredit Pemilikan Rumah, KPR), has affirmed its role in supporting the 3 million homes programme. The president director of PT Bank Tabungan Negara (Persero) (BBTN), or BTN, Nixon Napitupulu, said BTN’s role in providing housing dates back to 1976 through its mortgage programme, with total mortgages to date reaching 6.1 million housing units, mainly for low-income households (Masyarakat Berpenghasilan Rendah, MBR).
BTN’s mortgage disbursement is carried out through a number of schemes, such as the Housing Financing Liquidity Facility (Fasilitas Likuiditas Pembiayaan Perumahan, FLPP) and the Housing Programme Financing (Kredit Program Perumahan, KPP) for micro, small and medium enterprise (MSME) entrepreneurs, of which Rp 4.1 trillion out of a Rp 10 trillion target has already been disbursed.
For the 3 million homes project specifically, BTN plays a part through the construction and renovation of houses under the FLPP scheme. However, the current challenges relate to housing supply, including the pace of construction and permit processing, and it is hoped these issues can be resolved so that BTN can meet its mortgage disbursement target of 300,000 to 350,000 housing units.
BTN has a number of programmes to accelerate mortgage disbursement, including a transformation of its business processes so that mortgages can be disbursed within a maximum of five days, or even three days, through strengthened digitalisation. In addition, demand is being stimulated through public outreach, national housing exhibitions, and competitive interest rate promotions for non-subsidised programmes.
