Victims of Luxury Housing Scam in West Bandung Report Developer to Police, Hoping for Refunds

REPUBLIKA.CO.ID, WEST BANDUNG – Victims of the alleged fraud in the construction of The Emeralda Resort in Padalarang, West Bandung Regency (KBB), West Java, have reported the developer to the police. They feel they have been deceived by the developer because the promised houses have not been built despite handing over money as per the agreement.

“Previously, we had gone through a lawyer and sent a summons, but they (the developer) ignored it. So I have filed a police report with the West Java Regional Police, and this is still in process at the West Java Regional Police,” said Renny Meutia, one of the victims from Bekasi, when contacted on Monday (4/5/2026).

As of Monday (4/5/2026) afternoon, at least 103 consumers who feel they have been deceived have joined the community of victims of the alleged fraud. This case came to light after the buyers realised that construction progress at the site had stalled since mid-2025.

Renny said that several fellow consumers are also taking similar steps by pursuing legal channels through the police or the prosecutor’s office to fight for the return of their money. She wants the money already handed over to the developer to be refunded.

“I just want a refund. It seems too complicated for it to be built and become a place to live. So personally, I just want a refund,” said Renny.
