Vertical Housing Grows, P3RSI East Java Strengthens Organisation with New Leadership
The Regional Leadership Council (Musda) II of the Indonesian Association of Apartment Residents (P3RSI) East Java has elected Ariyanto Hermawan as Chairman and Gede Arya as Secretary for the 2026-2031 period. Both were elected by acclamation as the sole candidates proposed by participants at the meeting held at Whiz Luxe Hotel Spazio Surabaya on Wednesday (10/6). Ariyanto was re-elected to lead the East Java chapter, having previously served as chairman for the 2023-2026 period.
The decision reflects strong member confidence in Ariyanto’s leadership to continue strengthening the organisation amidst the growing vertical housing sector in East Java. In his acceptance speech, Ariyanto emphasised that the challenges of managing apartment buildings will become increasingly complex as the number of apartments and flats grows in various cities.
He stated that the theme of the second Musda, ‘Strengthening the Structure and Solidarity of P3RSI East Java for Better Apartment Management’, serves as a strategic direction for the organisation to address these challenges. ‘We hope the 2026-2031 management can strengthen the organisation through more measurable programmes, increase member participation, and build stronger solidarity throughout East Java,’ Ariyanto said. He also expressed appreciation to all parties who have supported the organisation’s journey.
The Musda was held against the backdrop of increasing demand for vertical housing in major cities across East Java. Limited urban land and high housing needs have made apartments and flats an increasingly popular solution. However, this growth also brings new challenges related to environmental governance, management transparency, protection of residents’ rights, and institutional strengthening of the Owners and Residents Associations (PPPSRS).
DPP P3RSI Chairman Adjit Lauhatta stressed that the success of an apartment building is determined not only by construction quality but also by governance and relationships among residents. ‘PPPSRS has a very strategic role in managing the common interests of residents. That is why P3RSI exists as a platform for communication, education, advocacy, and consolidation for all PPPSRS in Indonesia,’ Adjit said.
One significant achievement highlighted was the issuance of the Directorate General of Taxes’ official note No. ND-4/PJ/PJ.02/2025, which confirms that Environmental Management Fees (IPL) are not subject to Value Added Tax (PPN) as they do not constitute a service delivery.
Alongside the election, the Musda also featured a talk show and socialisation of the Minister of Housing and Settlement Areas Regulation (Permen PKP) No. 4 of 2025 concerning the Management of Owned Flats and PPPSRS. A ministry official explained that the regulation was issued to strengthen apartment governance and reduce potential conflicts between residents, managers, and developers.
Participants welcomed the acclamation of the new leadership, expressing hope that the new board can expand membership networks, strengthen legal advocacy for PPPSRS, enhance management capacity, and position P3RSI East Java as a strategic government partner in developing healthy and sustainable vertical housing.
