Vehicle Tax Payments Can Now Be Made Without the Previous Owner's ID, But There Are Conditions

JAKARTA – Vehicle owners in West Java now have a simplified process for paying Motor Vehicle Tax (PKB). They are no longer required to show the ID card of the first owner. Taxpayers only need to bring the STNK and the ID card of the current possessor of the vehicle. This policy is contained in Circular Letter No. 47/KU.03.02/BAPENDA, which has been in effect since 6 April 2026. Renewing the Vehicle Registration Certificate (STNK) has often been an obstacle when a vehicle has changed hands, but the new owner does not hold the previous owner’s ID card. This situation is common in the used vehicle market. However, there is now a solution that makes it easier for the public to pay annual taxes without relying on the previous owner’s documents. “Later, when such a situation occurs, the public comes to pay taxes, wants to have the vehicle that has changed hands or ownership verified, we will provide a declaration form at Samsat,” said Wiboso to Kompas.com (14/4/2026). “Which states that the person in question is indeed the owner of vehicle number so-and-so; second, the person in question applies for blocking; third is the commitment of the person in question to transfer the name next year,” he said. Furthermore, he claimed that this policy has also been agreed upon with the local government, particularly the West Java Provincial Government. Wibowo stated that the verification process for vehicles that have changed ownership is still served so that the public is not hindered in paying taxes. “So the public can proceed to the tax payment process. But earlier, we direct them to immediately transfer the name,” he said. Wibowo also added that the main requirement for annual verification is actually quite simple, namely the new owner’s ID card and the vehicle’s STNK. “In the Police Regulation as well, Police Regulation No. 7 of 2021 on Motor Vehicle Registration and Identification, it has been stated that in every motor vehicle registration process, an ID card must be attached,” said Wibowo. In conclusion, renewing the STNK without the previous owner’s ID card is no longer impossible. As long as they bring their own ID card, STNK, and are willing to fill out the declaration form at Samsat, the process can still be carried out. However, this step should only be a temporary solution before promptly carrying out the name transfer so that the vehicle’s status is truly legal.
