He stresses that the government needs to improve inter-agency communication before widely enforcing the policy. “The coordination within the government must be improved. Communication between officials also needs to be enhanced,” he said. “If this is made difficult, many people will choose not to pay taxes at all. Because they cannot renew without the first owner’s ID card. This could result in many vehicles becoming unregistered,” he added. He believes that a policy easing tax payments will positively impact state revenue. Previously reported, Bekasi City Samsat has not yet implemented the new West Java Provincial Government policy on annual motor vehicle tax payments without the first owner’s ID card, which took effect on Monday (6/4/2026). The non-implementation is not without reason.
