Vehicle Tax Payment Rules Without Original Owner's ID Apply in Central Java?
SOLO, KOMPAS.com - Recently, the West Java provincial government has provided facilities to the public in paying motor vehicle tax (PKB). The public can pay the tax without attaching the first owner’s identity card (KTP). Taxpayers only need to bring the vehicle registration certificate (STNK) and the ID of the current possessor of the vehicle. So, does this policy also apply in Central Java? “I have not yet monitored the content of that meeting, and if there is a meeting, there will certainly be results for implementation in West Java,” said Prianggo to KOMPAS.com on Wednesday (15/4/2026). The Central Java Police admit they are still awaiting further instructions while continuing to provide the best service to the public. In the PKB payment process, applicants must attach the application form, STNK, TBPKP, original KTP matching the STNK data, and a stamped power of attorney and photocopy of the author’s KTP if authorised. The process or stages of motor vehicle registration and identification have been regulated in Perpol number 7 of 2021 on Motor Vehicle Registration and Identification (Regident Ranmor) in article 63 paragraph 2. “That article regulates registration, determination, payment, printing and approval, delivery and archiving,” said Prianggo. In the registration stage, officers will verify and validate documents and input the owner’s identity data and vehicle into the Regident Information System (ERI system). This is regulated in article 64 paragraphs 1 to 3. “If the requirements are incomplete or invalid, the application must be returned, this is regulated in article 64 paragraph 4,” said Prianggo. Therefore, according to Prianggo, the application will be returned or cannot be approved because the STNK is considered valid if issued through the specified mechanism, meets the requirements, and is verified in the Regident Ranmor system. Previously, the Director of Registration and Identification (Dirregident) of Korlantas Polri, Brigjen Pol Wibowo, stated that new owners can still carry out STNK approval at Samsat. The key is the substitute mechanism in the form of a statement letter.
